The following appears in the last issue to hand of the Ottawa Citizen: Editor Citizen In connection with the lumlK rmen's deleitiim which interviewed the (iovernmrnt tins morning, 1 have been asked by many in this city pertinent questiou.s as to the condition of the trade in llritish Columbia. Will you lie so kind as to favor me with space in your valuable columns while I answer the queries 1 am To binin with: The timber growth in ISritish Columbia i simply enormous, and Its value to the Province is incalculable.

The yearly depletion of the forest for manufacturing purposes is trillinir as com liaivd with the devastation made by what lire termed bush tires, which destroy bll lions of feet. 1 have stated that the aria is enormous, so much so that for very many yours to come the supply of Ions for lumber and iiianiiituriiiK purposes licncnilly will be practically inexhaustible. The lumlierini! industry, therefore, is already a very important one. That it is ceiluin to expand with the irrowth of the Province and Territories and Manitoba is quite certain. To other countries than those I have named sawmill men on the toast have been devotintf their attention.

Foreign shipping in the lumber trade by (ailing vessels and steamships, for many years back, has been an important factor in the trade of the Pacific Province. For several years back the trade has been in a languishing condition. I refer to the conditions on the Pacific eoust. The foreign trade hag been depressed, while the home, or domestic, market has Witnessed very keen competition, caused solely by the fact that American lumbermen are placed on a more advantageous plane than our own mill men. British Columbia producers are practically debarred entering the United States market, either in the west, the middle States, or those on the Atlantic seaboard.

The duty on lumber, undressed, going into the United States from Canada is $2 per thousand feet; 30 cents per thousand on shingles end 25 cents on laths. These are the charges which Uncle Sam places upon Canadian lumber going into any portion of the Union. Canada thrown her ports open to Americans and oilers the lumbermen of that country a free entrance into the Dominion, of all the lumber, shingles and laths which enn be manufactured beyond the international boundary, free of any duty or charge whatsoever. I am a free trailer, but I do not understand the theory of allowing foreigners to come in and possess our land, drive thousands into alien kind from the inhabitants of which we need look for no trade concessions a is at present the case with Canada's lumbering industry of the Pacific coast. On Puget Sound very large mills are to be found.

Transportation competition there is keen, in consequence of the many liner of railway anil ocean going craft which are in operation and to be met With there. From the Puget Sound mills to points in the Northwestern States and Manitoba the rates are much less than they are from, say, Vancouver or New Wertminster, in Hritish Columbia, where there is practically no competition. The Canadian Pacific enters into competition with its American rivals, and quotes mill men lower rates than are charged from either Vancouver, Port Moody or New Westminster, to Winniieg, Portage la Prairie or lirandon. It is compelled to adopt a policy of this character in order to maintain its position in the tmneenn tinental transportation race. The effect of such a condition of affairs as I am referring to practically irnaDu the crowding nut of the lumber mills, the shingle ami the lath factories.

The local trade is necessarily a limited one, and such advantages are given to the Americans that neither thi Western Ontario nor the British Columbia mill men can conqiete with their rivals. Indeed, I have to state and I regret being compelled to do so that at this moment, in the city and vicinity of Vancouver and in New Westminster, several shingle and lath factories clrsed down, some indefinitely. This is due to the keen competition in railway rates on the American side of the line, which enables the lumbermen of Washington and Oregon, favored by the advantages of a free market, to place their product in the Canadian Northwest at prices with which Canadian lumbermen cannot compete.
