leader of the largest Communist party gave an impassioned pep talk to his followers Wednesday urging discipline and demanding that the old generation of leadership step aside to overcome past mistakes Deng followers over the more ideologically oriented Maoists who ruled during the Cultural Revolution However while the pragmatists have consolidated power in the high and middle levels of the party many lower members still in office owe their positions to following line "Comrades at the lower level must respect and obey Hu insisted bouncing in his red-backed chair for emphasis must not feign compliance while actually violating or resisting instructions from the higher Stressing the need to ensure a continuity of present policies Hu 66 echoed his friend repeated call for older officials to step aside and raise younger party members to positions of authority need to reinstitute it Reinstatement of the draft would require an act of Congress The sources said Meyer did not object to deleting the proposal The budget document proposing the draft was sent to Defense Secretary Caspar Weinberger June 15 but with a cover letter from Marsh saying the idea has been "discarded as being unacceptable at this the sources said They said Marsh told Weinberger the Army could meet its increased manpower goals with a combination of more volunteer recruiting and a higher rate of retention following administration plans to increase military salaries The Army buildup seeks an expansion from 16 to 18 active divisions plus increasing the National Guard divisions from eight to 10 WASHINGTON (UPI) Army Secretary John Marsh has turned down a recommendation from his chief of staff to reinstitute the draft in 1984 to meet the manpower needs Pentagon sources said Wednesday The recommendation by Gen Edward Meyer was contained in a five-year budget program that Marsh ordered rewritten so that the draft proposal would be ommitted they said Meyer proposed in contradiction of Reagan Administration policy that the draft be reinstituted in fiscal 1985 which begins Oct 1 1984 to ensure the Army would meet its goal of expanding the force by 100000 men in the next five years the
