Harris of 7239 Cherokee Yucca Valley, was found dead in her apartment after neighbors called for a sheriff's deputy to see if the woman was all right. Arthur said the deputy found the woman dead, but because of the decomposition of the body, cause of death was not known. "At first we thought we had a murder, but the head wound we thought was a bullet wound wasn't," Arthur (aid. County pathologist Irvin Root was flown by sheriff's helicopter to the desert community. This is not a common practice, Arthur said, but "due to the strangeness of the death scene, we felt we should get a pathologist here to determine death circumstances." Arthur said the woman could have fallen and struck her head, causing the head wound.

It appeared the woman suffered from a condition similar to hemophilia and was a "bleeder." Detectives said this meant she could have injured herself and bled to death hile unconscious. It appeared Harris had been dead since at least Thursday night. "That was the last time she was seen and we feel that was about when her death occurred," Arthur said. "Even if we had to go back to some annual reassessing of every parcel at a certain factor, and maybe bringing up the other parcels, we need some kind of new system that would bring equity but maintain the property tax base in the county and the city." Dronenburg said he hopes to streamline and eliminate some unnecessary paperwork and regulations and simplify others, wipe out some of the "cookie jar" taxes (utility surcharges, sales taxes on goods sold to cities, counties and schools), and start working on a master plan of taxation that will result in a comprehensive and equitable tax system. In this system, he would retain local property taxes, and sales and income taxes, with an annual setting of income tax rates to meet budgeted expenses for the year, so that surpluses would be eliminated. Dronenburg, whose 2nd District includes Fresno, Tulare, Kings, Kern, Riverside, Orange, Imperial, San Diego and San Bernardino counties, said he was the first Republican elected to the post in 24 years.

In passing Proposition 13, they said, "Let's just call it to a halt, and have some definition as to how much my taxes will be next year, and limit further increases to 2 percent a year." The voters also said "If there is waste in government, let's squeeze them by not giving them any money and making them either fish or cut bait. Either we're not going to have the services, or we're going to find out they can work with a lot less." Taxation: "I'm convinced voters don't understand taxation. It has taken me five or six years (with seven years' experience as a field audit supervisor for the board's San Diego office) to understand it I've always felt that people wanted to be taxed where they feel it less through withholding and sales taxes." If Proposition 13 had a purpose, is it travel over the Naval Weapons Center at China Lake, cross the Nevada border and turn east toward the Panaca, Nevada area. As it leaves this area, the missile will go either to the south or north of Panaca, until it reaches the Utah range, whne it will be recovered by a parachute and helicopter recovery system.

The tests, hich are part of a competitive fly-off between the Boeing AGM-86B and the General Dynamics AGM-109 missile, will follow a 10-mile-wide corridor after they are launched from the Pacific Missile Test Range off the California coast and land at the Utah Test and Training Range southwest of Salt Lake City. The route will take the missiles, which will be unarmed, just south of Santa Barbara's Vandenberg Air Force Base to a point about 100 miles west of Edwards Air Force base.
