Arnold made the charge at a press conference at the former headquarters of Hawk Security International on Soquel Avenue, unaware the firm had moved to 41st Avenue.

Arnold picked the site because he charged that Hawk Security is or had been investigating him on behalf of David Rockefeller, head of the Trilateral Commission. Arnold said he's received no campaign money from the national organization. He also charged the Rockefeller organization "monitors" about 2,000 individuals. The purpose of the new Watergate, Arnold charged, is to "censor or choke off" criticism of Reagan or the Trilateral Commission. Arnold charges that the Trilateral Commission and the Council of Foreign Relations, which he says is a puppet organization of the Trilateral, are trying to create a one-government world. The Reagan administration, he says, includes many members of one or both of those vinU.
