Consider these statistics. The People's Daily mentioned him on 20 days in November, on seven days in December and on only three days in January. The decline is unmistakable, and Chou's relative rally in a series of recent appearances for visiting African presidents does not destroy the suspicion that he may be gradually fading from the scene. Diplomats report that their recent conversations with Chinese confirm this impression. References to Chou tend now to politely ignored. The most dramatic such instance recently was the conversation between Henry Kissinger and Teng Hsiao-ping. China's chief delegate at the special session of the United Nations in New York this month. Teng is reported to have assured the Secretary of State that China's better relations with America will go on but he attributed all foreign policy decisions to Mao Tse-tung and scarcely mentioned Chou's name. Teng is the man who told Japanese visitors several months ago that 76-year-old Chou was feeling his age. Next question: is Teng. who was recently restored to the politburo after five years of cultural revolutionary obscurity, the Chou supporter he is often pictured as? Or could it be that as a longtime Mao loyalist he has been brought in to replace him? <ci The Economist ol London 11 Stations Are Cited for Overcharges DES MOINES. Iowa (API— Eleven service stations in Iowa have overcharged their customers $12.407 for gasoline in the past two weeks, says J. T. Rideoutte. district director for the Internal Revenue Service in Iowa. Rideoutte said Monday the stations have signed agreements to refund the money in accordance with Federal Energy Office (FEO) regulations. "The gasoline overcharges will be refunded to the general public in the form of lower prices." Rideoutte said. "The service stations will generally be selling the gasoline at 2 cents below the correct ceiling price." He said the overcharges "in most cases amounted to 1 cent to 3 cents per gallon. The majority of the overcharges resulted from incorrect computations or misunderstanding of the regulations." The stations and amount of overcharge: Atlantic Square Deal Oil Co., Atlantic, $730; Bertrand D-X, Des Moines, $1,462; Colony's Coral Shell, Coralville, $514; Davis Skelly, Des Moines, $1,370; Harvey's Skelly, Manilla, $1,768; Jerry's Standard Service, Scranton,$292; Johnson & Sons Texaco, Des Moines, $235; Larry's Standard Service, Manilla, $677 ; Lawton Gas Co., Lawton, $3,625; Markwardt Service, Webster City, $1,019; and Vic's Phillips 66, Osceola, $713. Rideoutte said the Economic Stabilization Office "encourages the public to contact them with information regarding prices of petroleum products that appear to be out of line and that may constitute a violation of FEO regulations." Plambeck Now Consultant DES MOINES, Iowa (AP)— Herb Plambeck, former Iowa broadcaster and farm columnist, has joined the Des Moines Savings and Loan Association as an agricultural consultant, it was reported Monday. For the past four years Plambeck has been an assistant to the secretary of agriculture in Washington. He had previously served some 30 years as farm director for Station WHO in Des Moines.
