Thunderbird Team Commander der Killed CLEVELAND (AP) An Air Force T-38 jet of the Thunderbird flying team exploded on takeoff and crashed into Lake Erie harbor today after a flock of birds flew into its engines, officials said. The Thunderbird's commander was killed in the accident. The crash occurred as two of the seven-plane Thunderbird contingent were taking off from a 6.200-foot runway at Burke Lakefront Airport after three days of precision flying demonstrations at the Cleveland National Air Show. "Occasionally in the flying business, you will get a flock of birds that will suddenly pop up in front of you. They're injested into the engine.

Usually it only affects one engine, but occasionally two engines and this makes the plane flame out," Gen. Wilbur R. Creech, commander of the Tactical Air Command at Langley Air Force Base in Virginia, said by telephone. A full investigation will be conducted, Creech said. The municipal airport's deputy commissioner, William Pharr, said that the plane exploded halfway down the runway and skidded into the harbor.

Killed was Lt. Col. D. L. Smith, 40, commander-leader of the Thunderbirds, originally from Rossville, Ga.

He was a three-year member of the team and a 17-year veteran pilot of the Air Force. He is survived by his wife, Judy, and two children, of Las Vegas. Soquel Meter Ban In Limelight Again Soquel Creek County Water District directors tonight will consider beginning the process of rescinding the controversial water meter connection moratorium. A final report on the district's questioned groundwater basin overdraft will be given by its hired consultants, Luhdorff and Scalmanini. A preliminary report last month concluded "no evidence of an overdraft and no evidence of saltwater intrusion" in district wells.

The Water Board's questioned stance toward its moratorium has come into the limelight ever since the U.S. Geological Survey has twice contradicted the validity of an October 1980 report that was used as the basis for the moratorium. Directors last month also chose to delay approval of a final resolution that would increase district connection fees 114 percent. That increase was expected to be needed to help pay for a $7.9 million surface source of water water supply, which would be needed if there was a groundwater overdraft. Tonight's meeting begins at 7:30 p.m.

in the water district office, 5180 Soquel Drive, Soquel. However, Manager John McGuire is suggesting that the board continue this hearing until Sept. 21 so that a citizens' committee named to look into the proposed increases can finish its report.

Directors also will consider approving an agreement with the Scotts Valley Drive Businessmen's Association over the use of a well owned by this association near Valley Gardens Golf Course. In exchange for water from the well, the district would give association members up to 350 water meter connections. Wednesday Rent Stabilization Committee This committee appointed by the Scotts Valley City Council will meet at 7 p.m. at San Agustin Church to consider a petition opposing a rent increase from residents of Vista Del Lago Mobile Home Estates. Teacher Layoffs Upheld PHILADELPHIA (AP) The layoffs of 3,500 city teachers have been upheld in Common Pleas Court. In a 33-page ruling Friday, Judge Harry A. Takiff dismissed a suit filed by the Philadelphia Federation of Teachers that alleged the layoffs constituted a breach of the teachers' contract. He ruled that the school board was within its rights when it approved the layoffs.

The ruling was a victory for Mayor William Green, who has said teachers must be willing to negotiate contract changes to reduce the school system's deficit. He said concessions should include layoffs and foregoing of a promised 10 percent wage hike this year. The city's 13,000 teachers have threatened to strike Tuesday, two days before classes resume, if the dispute is not settled. FIRE CALLS Fred -H. Schwensen Fred H.

Alcohol Abuse Growing Problem Among Women BOSTON (AP) Alcohol abuse is a growing problem among American women, partly because working women try to match the drinking habits of their male colleagues, a psychologist says. Dr. Eleanor Z. Hanna, director of the alcohol clinic at Massachustts General Hospital, has been heading a study for three years into American drinking habits. "For some women the two-martini lunch is no myth," she said.

"For others, the cocktail party has replaced the tea party. Among many female patients who come to our clinic, there is total naivete about their physiologic inability to tolerate as much alcohol as men." Doctors note that women can begin to suffer cirrhosis of the liver on only a third as much alcohol as a man consumes. "Failure of most woman to realize that their tolerance for alcohol is much less than that of men poses a serious health danger," she added.
