the Dade County school board Ch 23 is an all-Spanish channel Ch 45 airs religious programs and Ch 51 is now largely used for subscription television The new applicants now lining up for the Ch 39 permit are companies with officers of various backgrounds Florida Broadcasting Ministry Is a nonprofit religious and educational group based in Hallandale and headed by William Register Sunbelt is headed by Philip Hahn Jr a Fort Lauderdale business consultant Carlos Lldsky and HT Smith local attorneys 39 Broadcasting a Chicago group is headed by Howard Conant an industrialist and Susan Jaramillo a TV station executive The earlier applicant Contemporary Television is headed by Irving Pollack owner of the Miami Newport Hotel Richard Citron an Independent TV producer and Sherri Gersten sister-in-law of State Rep Joe Gersten While FCC hearings in UHF cases are not usually protracted the hearing for Ch 39 will probably not be docketed in Washington before the end of this year Miami will have another UHF station added to its television serv-ice by next year And still another may go into service by the following year The Federal Communications Commission last week granted a construction permit (CP) to Miami STV Inc to establish a station on Ch-33 The new station will be operated both as a general broadcasting facility and for subscription TV Meanwhile three more applicants one a religious group have filed with the FCC to operate a station on Ch 39 bringing the number of contenders for that channel to four Ch 39 and Ch 33 the latter currently used by WCIX (Ch 6) as a translator or relay facility to enhance the range and quality of Ch signal are the last unclaimed UHF channels in this area In granting the CP to Miami STV the commission turned down an application also filed for Ch 33 by Coral Television Inc Ch 6's licensee MIAMI STV headed by Robert Block a Los Angeles-based caster will offer SelecTV a subscription program service similar to that of Home Box Office aired here by Private Channel Club and ON TV aired by Ch 51 here But Ch 33 will also program for general nonpaying audiences here just as Ch 51 does Block who also has broadcasting interests in Los Angeles and Milwaukee hopes to have a station in operation here within about a year FCC regulations require a CP holder to act on a permit within 18 programs 45 "i i 4 AIR CONDITIONED The latest contenders for Ch 39 are Florida Broadcasting Ministry Inc the religious group Sunbelt Broadcasting Inc and 39 Broadcasting Co The fourth applicant is Contemporary Television Broadcasting Inc which filed for the channel two years ago Interest in establishing additional UHF stations here has been somewhat dormant for a number of years Back in the 1960s Ch 33 swarmed with applicants among them Maurice Ferre now mayor of Miami He actually got a permit to establish a station but let it lapse Other applicants were discouraged because the market was so dominated by its five VHF
