1 Ire to The Star) WASHINGTON, Jan. the New Yean ojiena, the world ii about to witness the third attempt by the United States within a decade to stop the naval race of the chief powers. One week from Thursday Secretary of State Stimson, heading the American delegation to the London arms conference, sails on the George Washington which carried Woodrow ikon to the Paris peace confeience. Wilsons mission was to bring a permanent peace to a war-toin world on the basis of the 14 points. The mission which the United States now undertakes is to prevent another such dangerous naval race as that between (heat Britain and Germany which led to the World War.

In the United States called the Washington arms conference and asked the other four lea ling naval powers to join in limiting their navies. France insisted upon such a heavy Sutmiai ine fleet that Britain refused to limit her cruisers, insisting they were nec-c sary for defense. The result was that hattlehin fleets were reduced and limited, but the powers remained free to build as many cruisers, submarines and destroyers as they wi-hed. In 1027, the United States called the Geneva conference. France and Jfalv refu-ed to join.

The United States, Britain and Japan settled down to limit cruisers, submarine and destroyer fleets. But with France out of the conference, Britain to play safe, insisted upon fleet of 10 cruisers. The United States felt that if thig was as low as the British would go, a limitation treaty, at that level, would be a farce. The conferenee broke up. The United States started to build cruisers.

Last year Fresident Hoover decided to make another and what many in this country regard as a final effort to stave off a deadly naval race. Ramsay MacDonald, an outstand British pacifist, became prime minister in May. Pre-lininary conversations began, followed by MacDonald's visit to the United States. It was decided to hold a naval conference in London, Great Britain, with the cooperation of the United State, asked Japan. France and Ita'v to attend.

All have accepted. The confeience begins late in January. -a i same fashion. The Brooks Clothing Company, laige mens clothing organization with a chain of 22 stores throughout California, have consummated a lease for a location for their new Ventura store at 478 E. Main street.

Though no di finite date has yet been set for the opening of the new store, woik is progressing rapidly on the extensive remodeling program. F. B. Waters, fidd secretary and general manager of the Brooks chain, arrived in Ventura yesteiday and will remain until the new store is ready to open. When interviewed yesterday, Waterj said: We are optimistic and enthusiastic about Ventura and we feel that the business possibilities of our store here are unlimited.

Our selection of this city was made after a careful study of business con ume of approximately a quarter of a million garments a year. The Brooks Clothing Company, it is said, has achieved one of the most unusual and quick successes in the clothing industry, having grown from one small retail store to a powerful oiganiation with 22 stores and two ea-tem factoi ies in less than seven year. And according to the off.cials of the company, six more stores are scheduled to open within the next three months.
