tourna! atUJf Statesman Tuesday Morning, December 8, 1863. Enlistment of Colored Troops. OFFICIAL. War Department, Adjutant General's Office, Washington. D.

C. Oct. 3d, 1863, General Ordern, No. 329. Whereas tho exigencies of tho quire that colored troops should be recruited in tho Status of Maryland, Missouri und Tennessee, it is Ordered by the President, That tho Chief of the Bureau for organizing Colored TroopB shall establish recuiting stations at convenient places within said States, and give public notice thereof, utid he governed by the following regulations 1st.

None but ablo bodied persons shall be enlisted. 2d. Stato und County in which tho eu uro imulo shall he creditod with tho recruits enlisted. 3d. All persons enlisted into tho military service shall forever thereafter be free.

4th. Freo persons, and slaves with tho written cousent of their owners, and slaves belonging to those who havo been engaged in, or given aid and comfort to tho rebellion, may be now enlisted tho owners Who have not been engaged in, or given aid to the rebellion, being entitled to receive compensation fith. If within thirty days from tho dato of opening enlistments, notice thereof and of the recruiting stutious being published, sufficient number of tho description of persons aforesaid to meet tho exigencies of the service should not he enlisted, then enlistments may he made of slaves without requiring consent of their owners, but they may ponsation as herein provided for owners offering their sluves for enlistment. 6th. Any citizen of said States who shall her sluvu lor enlistment into the hereinafter provided.

8th. Tbe Delaware State Association for tbe relief of ami wounded havo secured tbe of counsel for tbu purpose of assisting those who are unable to muet tbe of such applications iu tbe prosecution of Claims aud the obtaining of Pensions, as follows 1.

To Invalids, disabled since March 4, 1801, in tbe military service of tbo United States, iu the line of duty. 2. To of and privates dyiug of wouuds received or of diseaso contracted iu tbo military service us above. 3. To Children, under sixteen years of ago, of such deceased persons, if there is no widow viviug or from tho time of the widow' riage.

4. 'To Mothers, (who have no husband living) of aud deceased aforesaid, provided tbe lutter have left neither widow childreu under sixteen years of age and provided also that tbe mother was dependent wholly in part upon the deueased Tor support. 5. To Sisters uuder sixteen years of ago of such deckused persons, depeudcul ou the lutter, wholly or in part, for support, provided there rightful claimants of either of tho threo preceding classes. To Widow Tat her or Mother, (whichever cutitlcd,) for arrears of pay aud bounty No appropriation has yet been made unde the Act of March 3, 1863, to pay bounty of sol diers discharged for "wounds received iu It is probable thnt such an appropriation will be made at tho claims of such persons will be tiled, if desirud, but no notion can bo tukcu at present by tho Departments at Washington.

Instructions. The Claimants idemity must be proved by witnesses, who must state upon oath or affirmutheir belief that the claimant is the person she represents himself or herself to bo. In cases of claims forpeusions mado by widow of deceased officer or soldier, the legality of tho marriage, the death of the husband, and tho fadt that the claimant is still a widow, must be proved. I'roof of marriage may be made by record evidence, or in default of tbat by the clergyman's certificate or testimony of respectable persons. Applicants of the 2d, 3d, 4th and 5th classes abovo given, who have iu any manner aided abetted the rebellion against the United States Government are not eutitlcd to tbe benefits of tbe Pension Act.

Guardians of miuor claimants must, produco ovidouco of their authority such under the Seal of the Court from which their appointment is obtained aud such evidence must accompany the claimant's applied officers The I 11 in all PerBons intending oall, with their witnesses ami testimony upon the Couusol of tbe Association, Samuel M. It is desirable that all persons should distinctly understand thut tho Association meets the expenses of those claimants only who are unable to employ persons to secure their claims.
