2-B By ERIC RIEDER Htrald Staff Writar Accused of stifling free speech a board that advises Miami officials on allocating federal funds in Little Havana was dissolved Thursday by the Miami City Commission The commission voted unanimously to disband the Little Havana Community Development Advisory Board in an action that capped months of dispute between board members and city officials The board had refused to cooperate with officials from the Community Development Department unless its request for a full-time staff and office was granted City officials had turned down the request The advisory board is one of seven in the city that advises the commission on spending federal community development money The city plans to spend $10726000 on community development projects this year MIAMI MAYOR Maurice Ferre said the Little Havana board the only one in the city to demand a staff of its own had re- fused to hear speakers at its meetings advisory board on every single occasion it has met has refused to permit some members of the public to said Ferre "By not letting people talk they have done absolutely no work in setting priorities for Little Havana community development" After an impassioned speech in English urging the commission to dissolve the advisory board Ferre repeated his address in Spanish for the benefit of Carlos Rodri-guez-Quesada chairman of the advisory board Rodriguez-Quesada denied that the advisory board had refused members of the public and city officials the right to speak at its meetings Speaking through an interpreter he said is a big lie" He added that the board wanted a staff to help evaluate how best to spend community developent money in Little Havana "They board members do not know whether the community development recommendations are correct or he said JOINING FERRE in a motion to abolish the board were Commissioners JL Plummer Armando Lacasa Theodore Gibson and Joe Carollo The commission also unanimously passed motion naming Carollo and Lacasa both Cuban-born to consult with Little Havana community groups on the makeup of a new advisory board The new board would be appointed by the City Commission Carollo and Lacasa also denounced the advisory board for stifling free speech The action came after a public hearing at which city community development offi cials presented their plans for spending i $113 million in the 1980-81 budget year which begins in July The spending plan which will return to the commission for consideration next month calls for spending a little over $1 million in Little Havana The community development program is in its fifth year but the advisory boards were elected for the first time last year Before that they had been appointed Dena Spillman director of the community development department said the elections were held on an experimental basis and would be reevaluated next year Ferre said the appointed Little Havana Advisory Board would serve until the commission decided next State Office until Feb 4 to file charges and decide what it will ask the court to do with Schlegel 15 According to police reports Schlegel admitted stabbing Paul on Jan 9 but claimed he did it in self defense against sexual advances Paul has denied that accusation saying he gave Schlegel a lift and a place to spend the night and was stabbed when he caught the youth ransacking his Star Island home Because Schlegel claimed to be 18 and there was no proof that he was under age he had been under jurisdiction of the criminal division of Circuit Court Tuesday after his correct age was learned he was stands will be overhauled A Miami contractor has bid to do the work for $494818 officials said The city had budgeted $500000 THE CITY is also improving its concession stands under an agreement with Dolphins owner Joe Robbie The lowest of four bids on the new stands was submitted by Sabre Corp of Miami said Joe Harris administrative assistant to Public Works Director Don Cather The next lowest
