The governors offered a $1 million grant to help find ways to keep alien species out of the Great Lakes. By ERICK TRICKEY Associated Press Writer DEARBORN, Mich. Governors of Great Lakes states on Tuesday offered a $1 million grant to help find ways to keep oceangoing ships from introducing foreign species into the Great Lakes. The grant comes while many who are concerned with Great Lakes water quality are identifying such non-native pests as one of the lakes' biggest environmental problems. Governors John Engler of Michigan, Tommy Thompson of Wisconsin and Tom Ridge of Pennsylvania announced the grant at the annual conference of the Council of Great Lakes Governors.

"We are determined to keep our Great Lakes open to world commerce but closed to biological invasion," Thompson said. Engler called prevention of biological pollution "one of the wisest investments we can make." Ridge, who assumed the chairmanship of the council Tuesday, proposed a regional strategy that would make it easier to clean up abandoned industrial sites. The plan would include creating a team of land recycling experts to offer assistance to new projects on such sites. More than 130 non-native species have come to the Great Lakes in the water ships carry as ballast. Many have thrived, since they have no natural predators there.

The zebra mussel, which attaches in droves to nearly any- thing solid, has caused hundreds of millions of dollars of damage by clogging water intake pipes across the Great Lakes. Purple loosestrife gets in the way of boaters and fishermen and takes over freshwater marshes from native cattails, grasses and sedges which native wildlife, in turn, need for habitat. The $1 million will be used to install various filters in a bulk carrier ship and test how effective they are at removing aquatic pests and parasites from its ballast water.
