his early departure from the country The Chicago Tribune learned Tuesday Publicly the Carter Administration will continue to voice support for the Shah whenever the question comes up because it feels it cannot be seen to be turning its back on the monarch But privately the United States has concluded that there is little possibility of a restoration of normal government in Iran as long as the Shah present crisis "So far as I know there is no change in policy" Powell said HOWEVER he said the President had made "decisions which we are not prepared to discuss" As for offering the Shah asylum They're billing it as the "worst freeze since 1963" but if you're a disaster freak hold the groan Britain perched on the western edge of a New Year's blizzard that is turning much of Northern Europe into a giant snowdrift Tuesday experienced its fourth day in a row of sub-freezing temperatures with more promised for the rest of the week This event in a nation where weather is as prized a conversation topic at the football pools has grabbed hold of public consciousness with a vengeance The satellite weather map got the featured photo spot at the top of enough to keep roads open during the cold snap THE AUTOMOBILE Association warned motorists to "leave your car at home" Weather department spokesmen said "I told you so" And the unions refused to take the blame for unsalted roads "Pretty Awful!" exclaimed the tabloid Evening Standard "Big Freeze Tightens Its Grip" intoned the more sober Guardian "Whole of Britain Under Snow No Let Up in Worst Freeze Since 1963" said The Daily "infinite hypocrisy" in the Carter human rights campaign and of "economic genocide against Cuba" in the 17-year-old US trade embargo against the island Analysts agreed Tuesday that Castro was angry with Washington perhaps because of building irritations between the two governments perhaps because Washington has been ignoring his conciliatory gestures notably in the area of human rights "I THINK he's just saying to hell with it" said one seasoned Castro-watcher The Carter Administration has recognized the impasse with Cuba for months stressing repeatedly that no significant headway can be made in relations until Castro reduces the level of Cuban troops in Africa "So long as they (the Cuban troops) continue to be there operating as they are operating we will continue to have very real problems with any kind of normal relations" the State Department reiterated Tuesday Castro badly wants the United States to lift the anti-Cuba trade embargo however as he said in his anniversary wires Tuesday as a record-breaking cold air mass pushed a storm front across the state "This will be the coldest weather of the winter for sure" said Elbert Hill a forecaster at the National Hurricane Center "I expect Miami to get into the upper 40s by Wednesday morning The afternoon high will be around 60 degrees so it's going to feel cold" A hard freeze was predicted for North Florida where temperatures dropped into the low 30s shortly after noon Tuesday Snow fell in Milton and in Tallahassee "It got so cold the musicians in the band couldn't play their instruments" a Graham press aide said "We had to cut the inauguration ceremonies short" Despite the freeze warnings which extended to central Florida farmers did not expect crop damage "We don't worry unless the temperature goes down to 27 degrees for four hours or more" said a spokesman for Florida Citrus Mutual in Lakeland He added that cold weather could help the trees by sending them into a dormant state in preparation for the colder weather that usually comes through January and February FARMERS NORTH of South Florida were warned of possible cold shock to unprotected poultry and livestock Hill warned that although South Florida will not have a freeze residents and visitors may find the sudden chill a shock "It's going to seem a lot colder than it is" he said "because we haven't had much cold weather this season The wind will be prettv strong too about 1 5 to 25 miles an hour" The unusually strong front that preceded the cold air mass could be seen on satellite photos Tuesday as a cloudy mass stretching from western Cuba to New England Behind that front were gale force winds in Louisiana and temperatures in Texas that broke 75-year-old cold records HILL DID NOT expect skies to clear after passage of the front The cold air mass is a shallow one he said and rising air condensing above it will cause cloudy skies Amuse 6C Goren 5E Bishop 4E Horoscope 4E Business 4B Huddy 7C Classified 13D Landers 4C
