Parking in the wrong manner was almost even, 111 in 1975, to 113 in 1974. During 1975 there were 145 misdemeanor arrests, 69 for felonies, 53 for drunk driving, and 21 involving drugs. There were four burglaries of residences in 1975, but 17 burglaries of commercial establishments. The report listed 68 thefts, 16 assaults, and seven motor vehicle thefts. In the commercial burglary category there was partial 1 recovery in three cases, four! complete recoveries.

Under thefts, there were 46 complete recoveries, one partial recovery. Of the seven motor vehicle thefts, there were five recoveries. The police were able to secure $1,366.00 restitution in worthless checks, the report concluded. The statistical analysis was presented in the form of a memorandum from the chief to Councilman John Aquila, police committeeman on the city council. A Public Hearing was set for February 3, 1976 at 9:00 a.m. on the appeal by Ward Maher. An agreement with Cal Trans was approved. Agreement No. 1232 was approved with Sandra M.

Morgenstern and Doris J. Pick. Agreement No. 1233 was approved with Mr. and Mrs.

Heide and Mr. and Mrs. Williams. Work done under Contract PW 74-9 for construction of Napa County Law Enforcement Building was accepted. Standard Agreement No.

1234 was approved with the Calif. Hwy. Patrol. The purchase of additional equipment for the Department of Corrections and Municipal Courts was approved. The claim of F.

E. Caudle was approved. Authorization was given to disburse $52.52 from the Mary Arnold Trust Fund. Rate and depreciation for Equipment No. 1063 was set.

The claim of Wasco Fire Protection was approved. Appointments were made to the Drug Abuse Advisory Committee. The claim of Dennis Edward Stratford was rejected. Resolution No. 76-9 was adopted declaring intention to sell certain real property.

Supervisor Tuteur arrived and proceeded to conduct the meeting. The Board agreed to allow Timothy Korn to present his arguments relative to a Tentative Parcel Map request. The Tentative Parcel Map of Ernest C. Larsen was denied. The Tentative Parcel Map of Robert W.

Harper was approved. The Tentative Parcel Map request of George and Lois Ross was denied. Grazing leases at Napa County Airport were awarded to Ed Brewer. Supervisor Chapman was appointed to the Program Review Committee. Supervisor Simms was appointed to the Napa County Manpower Advisory Council.

Sam Pisicchio was appointed as alternate representative to the State Manpower Planning Council. Lake Berryessa Resort Improvement District financial problems are to be discussed at a Public Meeting. Resolution No. 76-10 was adopted requesting additional funds for control of Dutch Elm Disease. Supervisor Chapman was requested to prepare a policy relative to release of records of Advisory Committees.

Supervisor Norriss was excused. CAPS will be scheduled to present their quarterly report in April. Supervisor Martz was excused. A letter is to he prepared to Congressman Leggett request-j ing continuation of Revenue Sharing Funding. Supervisor Norriss and Super-: visor Martz returned.

The Public Hearing on the Solid Waste Management Plan was continued to January 27, 1976 at 11:00 a.m. County Administrator was directed to prepare recommendations for moving the Auditor-Controller operation to the Hail of Justice Building. The concept of contracting with David Rounds as Public Information Officer was approved. The management plan for Coon Island will be presented to the Board. Contracting for the provision of nursing services for the Department of Corrections was discussed.

A proposed agreement with the Napa Valley Unified School District to relocate buildings to the site of the Mental Health Complex was continued to Januaty 27. 1976.
