80 which the train parallels and the trains are an economical comfortable way to travel between downtown Sacramento and the Bay Area The future is bright for the To celebrate the new fourth train Caltrans has scheduled ceremonies today at Amtrak stations in Oakland Martinez Suisun-Fairfield Davis (1:25 pm) and Sacramento (2:30 pm) The public is invited to walk through the train at each station information on The Capitols' schedules call (800)-USA-RAIL of operating the line is subsidized by the California Transportation Commission The commission last year threatened to cut off $46 million in subsidies because The Capitols were not meeting a state requirement that passenger fares pay for 55 percent of the operating costs Caltrans officials have said that the trains are popular with about 350000 passengers per year but that more runs were needed to increase the fare-box revenues Conflicts with Southern Pacific railroad which owns the tracks and operates freight trains on them and problems with track maintenance and switching equipment have restricted The Capitols to three trains daily In January Caltrans and the SP reached an agreement that allows the fourth train The deal also calls for the state to provide approximately $57 million for track and signal improvements On Tuesday a bill to create a regional board to oversee The Capitols service was approved by the state Senate Transportation Committee The legislation by Assemblyman Tom Hannigan D-Fairfield would transfer oversight from the state Transportation Commission to a joint powers board consisting of representatives from counties and local agencies in the service area Cindy McKim Caltrans deputy director for rail transit and aeronautics said daily passenger traffic on The Capitols averaged more than 1100 during the first quarter of 1995-96 fiscal year and revenues were up 30 percent Fares provided 515 percent of revenues during the same period She said the new train will enable commuters to
