True to his pledge to do "whatever it takes that's legal" Jerry Richardson is making a bold move to strengthen Charlotte's chances of getting an NFL expansion team Richardson who is leading the Carolinas' bid notified NFL officials on Thursday that he's revamping his stadium-financing plan one last time to offer a heftier payout to visiting teams In a letter to NFL officials Richardson withdrew his request for a five-year exemption from the policy that club-seat revenue be shared with visiting teams The Observer has learned Instead Richardson's offering to take that money roughly $32 million a year which he had planned to use to pay off $60 million in stadium debt and add it to the visiting team's guarantee starting with the Carolina Panthers' first game The result is that the Panthers are promising each home opponent more than $12 million more than twice the league average of $500000 and more importantly the richest guarantee among five cities competing for the two Thursday in a move that could force a showdown with the nation's military The announcement Thursday that sales and deliveries of gasoline would be banned as part of the UN-ordered embargo on oil sales to Haiti set off last-minute panic buying as gas stations received instructions from oil companies to lock their pumps The measure enacted with the cooperation of Shell Texaco and Esso the three foreign companies that sell oil products in Haiti represented the first major action by the transitional government of Prime Minister Robert Malval to challenge the army since the UN ti's civilian
