reach of more families The proposals which would need to be approved by the General Assembly and which could cost $196 million ayear were approved Friday by the Legislative Research Commission They will be presented to the General Assembly when it convenes later this month One recommendation would lower child-to-staff ratios for infants and toddlers in day care Those ratios are the benchmark
