Coronado Bee Staff Writer Crawford's alleged pension fraud was not discovered until July 1990 At a Dec 7 hearing on the issue Morrison said he was inclined to dismiss the charges because Bravo did not provide "exculpatory evidence" to the grand jury that might have shown Crawford's innocence In his nine-page opinion however Morrison said he was dismissing the charges because of the statute of limitations Bravo and Virga could not be reached for comment Tuesday In August Morrison threw out pension fraud charges against former American River fire district chief James Alan Aalgaard ruling that Bravo failed to present exculpatory evidence to the grand jury similar to an earlier decision by a municipal court judge who dismissed the district attorney's initial complaint filed against Crawford Crawford was accused of having inflated his pension by adding vacation and sick leave pay to his final year's salary on which his pension was based As a consequence Crawford retired with a pension virtually the same as the salary he was paid during his employment Crawford's lawyer John Virga argued that his client's alleged misconduct which occurred in late 1985 and early 1986 was known to the directors of what was Arcade Fire Protection District and the Public Employees' Retirement System but that both bodies refused to act Deputy District Attorney Ana Bravo claimed Pension fraud charges against former Arcade Fire Chief Ralph Crawford were dismissed Tuesday by a Sacramento Superior Court judge Crawford was one of four former fire chiefs who faced criminal charges stemming from an alleged pension scam involving several fire districts that merged to became the American River Fire Protection District His were the second set of charges thrown out Judge Fred Morrison found that the Sacramento County grand jury's indictment March 3 was not returned within a three-year period required by law Morrison's ruling was Imprisoned car dealer's ex-aide sentenced in bank scam By Edgar Court in Sacramento because of her smaller role Prosecutors said De Pasquale 53 wrote and deposited bad checks involving dealership bank accounts from June 1990 to January 1991 to artificially inflate the account balances of his dealerships The insufficient-funds checks were drawn on Security Pacific and Wells Fargo banks and eventually caused a loss of $32 million for Security Pacific court documents said In June Jannuzio was charged with bank fraud for allegedly helping De Pasquale obtain essentially interest-free loans Specifically the grand jury charged that she "engaged in a check-kiting scheme whereby non-sufficient-funds checks were drawn on accounts at one of the two banks and thereafter deposited into the other bank accounts" Her actions cost Security Pacific about $28000 in interest according to court records A former associate of Sacramento auto dealer Thomas De Pasquale was sentenced Tuesday to six months in a halfway house for her part in a $32 million check-kiting scheme before the collapse of De Pasquale's business empire Donna Jannuzio the comptroller for Transportation Enterprises the umbrella group for DePasquale's five dealerships I came out and checked it out" Davis recalled "I had my (captain's license) in my pocket and when I showed it to the guy who was running it he took one look and said 'You're hired' "Turned out he had been called back from retirement to fill in and couldn't wait to leave He just walked ashore and left me" It was a wise move Davis observed "If he'd tried to show me how this thing works I'd have been scared off in a second" The Victory II is indeed a bit unusual Built in Stockton in 1946 it is 64 feet long and 27 feet wide displaces 100 tons loaded and looks like a miniature aircraft carrier with its pilot house set up on stilts off to one side Inside the cab things are really strange because the steering wheel is mounted sideways Furthermore instead of having a gearshift for forward neutral and reverse it has a propeller at each end and can only go forward in either direction "And those aren't the same thing believe me" said Davis explaining that when power is shifted from one propeller to the other to slow the boat as it nears the landing the steering instantly reverses as well "I don't know how many dolphins and wing walls I knocked down before I got the bang of this" Ohm 38 who is serving as a deckhand while he completes work toward his Coast Guard captain's license said the job suits him fine because it allows him to be near a Navy surplus rescue boat he is restoring For Davis who lives on the Bradford Island levee about a mile from the landing the existence is ideal "I never have to get off the water anymore" he said "Once a month we go into town for groceries The rest of the time it's its once-an-hour runs It's no place to work on one's suntan but Charles Davis and Pete Ohm like the world just fine Davis is captain and Ohm the deckhand aboard the Victory II which nearly went out of business a couple of years ago when Contra Costa County decided it couldn't afford to provide the service "That's fine except the people on these islands don't have anything else" Davis said as the ferry idled between runs "So they put on a new tax just about doubled the taxes on the land to pay for this And we carried 325 sets of double trailers loaded with corn and wheat last year" These days there is no such hustle however just a vehicle or two on each run with plenty of time between runs to tend to maintenance or maybe watch some television in the maintenance shack beside the Webb Tract landing "The really hard thing about this is staying warm" Davis said indicating the matching insulated jumpsuits and watch caps he and Ohm were wearing Davis 51 said he had been working as a charter boat captain out of Monterey in December 1990 when he helped a friend move some equipment to Antioch "Charter work is always slow in the winter so when I heard they were looking for a skipper on this Leticia Aldaco was given her freedom 1- Tuesday Sacramento Superior Court Judge Fred Morrison dismissed involuntary manslaughter charges against her after the District Attorney's Office announced it would not seek a second trial after the first ended with a hung jury Two days before Christmas the jury said it could not unanimously agree whether Aldaco killed her longtime boyfriend Eliseo Montero 33 or whether she acted in self-defense To Aldaco 34-year-old mother of three the dismissal meant the chance to rebuild a life she said was crushed by violence at the hands of her boyfriend "I'm just so happy that this is all over" she said as she clutched her sister Esperanza Aldaco and her attorney Christie Warren "I'm so thankful I can go on with my life to try and start over again" On Thanksgiving 1991 Aldaco fatally stabbed Montero who she said had savagely beaten her for 12 years especially during holidays Her trial ended with the deadlocked jury that reported they were split 7-5 in favor of convicting her Deputy District Attorney Janice Hayes announced Tuesday that her office would not retry her I "Although we believe that Ms Aldaco did violate the law and commit involuntary manslaughter we believe that because of the allegations of an abusive history in her relationship with the vici tim that we will never successfully convince 12 people to convict her" Hayes told the judge Warren an assistant public defender said she was grateful that Aldaco would not have to face another trial The years of abuse Warren said had left her "an absolutely and completely broken woman" 1 "She tried to leave but he would find her and beat her" Warren said "She left a lot of times but she had children and no job" She was beaten when Montero's food was cold and she was beaten when she didn't want to have sex Aldaco testified Warren said Aldaco's older teenage children left because "they could not stand the abuse" The attorney said the district attorney's decision "was just and
