in concrete" The House is scheduled to vote on the veto package Thursday Martin administration officials said they had enough votes to pass the package But even some House Republicans who support the package predict it will be defeated "My gut feeling is it doesn't have the votes" said Rep Coy Privette R-Cabarrus Other House Republicans said they were willing to consider amending the package to try squeezing out a few more favorable votes But House Minority Leader Johnathan Rhyne R-Lincoln Monroe To Annex 3800 Acres By BOB GLENDY 4 Monroe bureau MONROE The Monroe City Council voted Tuesday night to annex 3800 acres northwest of the city adding 2100 people to the city's population effective June 30 1991 The vote came after three years of study on the $78 million project No one from the area to be annexed appeared at the meeting although more than 100 jammed council chambers during a public hearing in May and 25 attended an extension of the hearing two weeks ago Many of the residents were concerned where their children might have to go to school if they were annexed into the city Most attend county schools A bill before the General Assembly would have extended the Monroe school district lines to coincide with the newly annexed areas State Sen Aaron Plyler D-Union agreed to withdraw the bill from consideration and much of the opposition to the annexation withered The city council agreed to mod ify city ordinances dealing with farm animals inside the city and laws about discharging firearms within the city Residents of the area to be annexed will get garbage collec See Wilkinson Boulevard "This is the 20th time I've been here and I'm only 19" Lovie Dodson said Tuesday morning "The first time was in my mother's womb" The camp meeting which draws from 27000 Church of God members in 253 Western North Carolina congregations has been a Charlotte tradition since the campground opened 43 years ago Regulars take a week off to stay at airport-area motels in East Coast Bible College dorms or in recreational vehicles parked on the shady 97-acre campus On Tuesday the Rev Dennis McGuire opened morning worship with a call to prayer Heads bowed and arms raised toward Chances are you might be since some12 to 15 million American drivers use the gizmos Here's some stuff you might like to know Officially the NC Highway Patrol opposes radar detectors The patrol figures you wouldn't plunk down $295 for a detector unless you planned to speed "Our position is that a detector is a deliberate attempt to defeat the radar and evade arrest" said Lt Col WA Ballard executive officer of the patrol That's the official position But unofficially statetroopers figure they're going to get you if you do much speeding with or without a detector About half the state's 1000 patrol cars are equipped with VASCAR units visual average speed computers which aren't picked up by radar detectors Most of the rest have radar units with a "lock-out" or instant-on feature Ballard said They don't send out detectable signals until troopers flip them on to confirm suspicions that you're speeding "By the time that detector goes off you've been clocked" Ballard said "SO as far as doing any damage to our enforce- ment system we don't think (using radar detectors) does" That ought to give you pause if you're sailing along toward the beach with your Escort or Passport on your dash Federal highway safety officials earlier this week offered an ingenious idea for turning the tables on detector users Officials are considering using stationary radar units at construction sites sharp curves and other dangerous spots There wouldn't be a trooper mind you just a radar unit But all those beeps would get drivers to slow down When I read that I decided to check with detector users I didn't see any radar detectors Tuesday morning in cars or vans at the SC welcome center on 1-77 Not a one That doesn't necessarily mean there weren't any of course Radar detectors are stock equipment on lots of expensive sports cars and most topof-the-line conversion vans Scott Runyan sales manager at Charlotte's Town and Country Ford probably the largest van outlet around said all his firm's most expensive vans come with detectors If detectors are built in as stock equipment they're hard to spot On the other hand if you see little Velcro strips mounted on the dash you can be reasonably sure there's a detector in the glove compartment I didn't run into anybody who admitted to using a radar detector but I spotted two cars a white Mercedes and a black Ford with Velcro strips Experience says professional drivers who put in lots of miles are more likely to use radar detectors than the rest of us Some of those big truck rigs have more electronic gadgetry than a 747 And most of the salesmen I know would as soon leave home without their red power ties as travel without a radar detector The black Ford had "traveling salesman" written all over it My friend I will only use his first initial since he doesn't want to explain any comments here to the local patrol sergeant always travels with a radar detector Or with two since he's a gadget freak as well as a salesman said Lt Col Ballard is right If the man is gonna get you he's gonna get you under ideal conditions Radar is line-of-sight It won't turn cor- ne' rs or go over hills So if you're on a curvy or hilly road and pick up a radar signal it's probably too late to slow down 1 On the other hand on a long straight stretch you might pick up the signal if a trooper clocks a car out in front of you If you're going to spend lots of money on a radar detector and get a ticket anyway it probably pays to have a sense of humor like M's He has a radar detector on which he can record a personal message as on an answering machine Instead of beeping when it picks up radar his detector plays back the message he's recorded It used to say "Slow down jerk" Now it says "I fought the law and tIle law won" 4 re radar detectors the devil's tools first cousins to burglary equip- ment as opponents claim? they safety equipment like seat or protection against wrongful ling tickets as those slick magazine laim? you heading for the beach this July trapped in the secudty of your own detector?
