lengthy golf apprenticeship playing around the world shot an 63 Thurs- day to take the first- round lead in the Los Angeles Open Allen 31 who took six 't years to eam ffig Syl: his PGA Tour card held a two-shot edge over Peter Allen Jacobsen and Rocco Mediate after the opening day at Riviera Country Club Pat Fitzsimons who won the LA Open 15 years ago for his only tour victory was another shot proposals that outraged the players' union a day earlier and provided a new package that union chief Donald Fehr said fits his definition of "substantial progress" The owners meeting in New York backed off from Wednesday's attack on salary arbitration Instead they proposed a status-quo agreement with one change and one addition The change: The minimum salary would increase from $68000 to $85000 this season and $5000 per year up to $100000 in 1993 The players have proposed a minimum between 100000 and $125000 this year The addition: Management's contribution to the benefits plan would increase from $39 million to $426 million this year then to $439 million $455 million and $473 million in 1993 Commissioner Fay Vincent after meeting an hour with Fehr said the owners' proposal "was merely a straight-forward invitation to solve this" Vincent's views apparently prevailed at the Player Relations Committee meeting He has been the primary pusher of labor peace on management's side The players union will consider the circumstances overnight and open talks today with its response "They've come a substantial way" said Fehr "There's a long way to go" Right-hander Doug Drabek won his arbitration case against the Pittsburgh Pirates giving players a 14-10 record against owners this year their largest margin in 10 years Drabek was 14-12 with a 280 ERA last season when he made $325000 The club ovvered $750000 but had to triple his salary to $11 million Players have won in consecutive seasons for the first time since 1980-81 They had a 7-5 edge last year Many Pirates were
