The internation' al handieap double toulling sweep etakes took place to-day on the Thames. The raoe consisted of two trial beats and a final, was rowed over the course from Wandsworth foot bridge to a point a little below Hammersmith bridge, a distance of about 2 miles. The first heat was between G. Perkins and Dave God win and Wallace Ross and G. Lee.

The former had Surey station and the latter Middlesex station. When Ross and Lee started from the scratch. Perkins and Godwin had 12 seconds start, Perkins and Godwin won the heat; AMERICAN TEAM AHEAD. London, Oct. 30.

The seoond heat was between John Teemer and Albert Hmm and G. Bubear and W. G. East. Teemer and Hamm the American team won the heat easily by several lengths.

ExecatcA Wlthwat Caafeailea. Victoria, B. Oct. 29. Robert Evan Sproale was exeouted this morning at 8:10 oclock at the Provincial jail in the presence of about 20 persons.

The crime for which Spronle suffered penalty of death was the mnrder of Thomas Hammil on the 3d of Jane, 1885, on the borders of Kootenai Lake. Strenuous efforts have been made to delay the execution and numerous reprieves have been granted, several being on the request of the U. S. Government. To the last day hopeful and expeoted that the sentence would be com' muted.

Yesterday however, heap peered to give up hope and prepared himself to die. During the night he slept well and this morning partook of a substantial breakfast. His demeanor was that of a man who had made his peace with God and was reconciled to the fate awaiting him. His advisers, the Reverends Frazer and Percival endeavored to draw from him a confession but he persistently said he had nothing to confess. Tknwa eat at Can.

San Franoisco, Oct. 69. In July 1885, Edward F. O. Ham brought suit in the Superior Court against the oity and county of San Franoisco, or 2,000 or 3,000 defendants, to obtain possession of a larger portion of the city south of Market street, under what is known as the Sberr-back title.

Some of the defendants demurred to the complaint, which was sustained by Judge Finn to-day on the ground that the notion is barred by the statute of limitation whioh practically throws the action oat of Court. Commencing to-morrow, the 31st through passenger trains will be run to Paso Robles Hot Springs the new terminal of the Soledad Extension of the Southern Paoifio.

Leaving San Franoisco at 10:40 a. daily passengers will arrive at the Springs at 7:35 p. where dinner will be awaiting them. A through passenger will leave Paso de Robles daily at 8:45 a. m.

In the case of John Garrity charged with the murder of John Debasson at the Cremorne Theatre on July 30, 1885. during a general fight, was tried before Judge Freer to-day. The evidenoe failed to show that he had inflicted the wound whioh caused De-ftassons death and alter being eut five minutes, the jury retured a verdict not guilty and the prisoner was discharged. 29. The Steamer Pavonia of the Canard Line got ashore near Durbury in a thick fog last night on a pine ledge, three miles north on Garnett Point. She lies in a very dangerous position. The Pavonia sailed from Liverpool for Boston, Oct. 19th.

Section 1. AH property In the State, ex cept railroad, not exempt under the laws of the United States, shall be taxed in proportion tolLs value, to be ascertained a provided by law. The word property, as used in this article end section, is hereby declared to Include moneys, credit, bonds, storks, due, franchisor, and all other matter and things, real, personal, and mixed, capable of private ownership; provided, that growing crops, proper) used exclusively for public schools, and such as may belong to the IJolted btate, (tils state, or any other county or municipal oorponii Ion within this stale, shall be exempt from taxation. Growing vines and fruit trees shall be deemed to be and shall be assessed and taxed as a part of the realty: and, provided further, that railroads snail be taxed aa provided In section ten of this article; and provided further, that the Legislature may provld for the exemption from taxation of ships and vessel owned and registered or rolled In thlsHUte.or may tax such ships and vessels on their gross or net earnings, In lieu of an ad valorem tax. Every corporation and person owning o. operating a railroad, or any portion thereof, to this HtateJthall, on or before the first day of July or each rear, pay to the State Treasurer an annual ax of two and a half per cent upon the gross earnings, earned within this btate, of such railroad, for the year ending upon the thirty-first day of December ncx' preceding, which tax shalHiein lieu of ail other btate and Couuty taxes npon the franchise, business, right of way roadway, ro-db -tl, rails, rolling stock, fences, stations and their appurtenances, and upon ferry boats, when ope -ated as a part of such nutroad, and upon tho liares ol the capital slock, dud upon the mortgages, deeds of trust, oontracta or other obligation by winch a debt is secured unon such property. Ths gross annual earnings earned during die year ending on the thirty-first day of December last preceding, of all railroads, shah be, annually, before the first day of May thereafter, ascertained and do. dared by the State Board of Equalisation, under such rules and regulations as may bu presonbed by said Board; provided, however, that the Legis-lavure may at any time pass laws proscribing said rules and regulations.

For the purpose this section a consolidated City and County shall be treated as a County. Any corporation, association, partnership, person, or persons, uuliwfully failing or refusing to nay the tax herein provided, when the ame snail become due, or a lUun thirty days thsre.dte', shall be deemed to hae waited their right to iterate thdr railroads within this btate. The taxes herein provided for, together with such penalties as the Legitdature may Impose for the non-pay nient thereof, shall be a lien upon the proterty hereinbefore in this section de signaled, and may be enforced In such manner as the Legislature may by law proscribe. Ail railroads, so far as they ire situated withio the boundaries of any common school district, shall be suiicct to an ad valorem tax for school purposes voted by the electors of the district at a sjiocial election he'd that purpose, the same as other property situated within the district, anything in this article to be contra notwith standing. And ail ths railroads, as far as they are situated within the boundaries of any in corporate! city or town, shall be subject to au ad valorem tax for mu lcial purixieus the same as other proerty sitiuted therein, anything in this article to the contrary notwithstanding.

No Court within Una btte shall have the power, by in Junction or otherwise, to Interfere with, hinder, or delay the collection of any tax laid under the form (if law, except upon a showing that the same property has been taxed more than once (or the same purpose In the earns year, and then only upon payment to the Tax Collector, or Into Court, of a sum equal to the amount of one of the taxes so laid upon the projwrty in question, provided, that In all oases actions may tre maintained against the Tax Collector to re over Illegal taxes taid under protest. All such actions must be commenced within thirty days after such illegal taxes have been paid.

It shall be the duty of the Courts in which such action may be brought to try them, upon the request of either party, In adenoe of all other civil set-ions, and such taxes so paid under protest shall be retained by the Tax Collector, or such other officer as the Legislature may designate, until eucbactions shall have been finally decided.
