organized labor Sen George McGovern had flown from his South Dakota vacation retreat and lined up with the AFL-CIO on the 47-46 vote vote turned out to be close to but not quite decisive The defeated Republican bill would have raised the minimum wage from the present $160 to $180 an hour this fall and to $2 next year but would not have extended the law to boost the pay of low-wage workers now
