Amanda Spangler Beam Lincoln County Charlotte Man Dies When Car Hits Pole Driver Is Charged Rain Puts Rangers On Hold 1 udget Plan Would Drive Tax Ili ills Up GASTONIA A Charlotte man was killed Thursday morning while riding in a car that hit a telephone pole broad-side police said Danny Ray Kinley 31 of GASTON 7800 Wilkinson Blvd was killed at the scene of the 4:24 am accident at the 1800 block of Hoffman Road Gastonia police Sgt CE Neal Local said News Kinley was riding in the back seat of a 1984 Camaro Digest driven by Ralph Lester 44 of Gastonia Lester was charged with driving while impaired but police don't know whether drinking directly caused the wreck "The driver stated he was run off the road by another vehicle" Neal said Neal said investigators would consult with District Attorney Calvin Hamrick to decide if Lester will face other charges Lester was unhurt but a passenger in the front seat Sandra Martin Fennell of 43 Court St Belmont was in critical condition Thursday at Gaston Memorial Hospital from injuries in the accident Lincoluton Budget Delayed L1NCOLNTON The city council tabled action Thursday night on the city's proposed $94 million budget for 1989-90 The city council decided against voting on the plan at its regular monthly meeting so that it could further review it Lincolnton's property tax rate won't increase under the proposal But a typical homeowner would pay nearly I a month more for water service and $250 to $3 more for sewer service because of increased costs The proposed budget calls for no increase in electric rates and provides 5 across-the-board raises for the city's 113 employees 3 Face Check Forgery Charges LINCOLNTON City police Thursday charged three Gastonia men with check forgery and said they anticipated more arrests in the case Police said a Wal-Mart employee phoned them Wednesday night to report two men trying to cash suspicious checks for $240 and $260 at the store on US 321 Lincolnton Det Sgt Jerry Hallman and other investigators went to the store and arrested three men Hallman said checks illegally cashed were from Action Electrical Motor Service and Dockery Roofing Co both of Gastonia Police Chief Terry Burgin said the checks were taken during burglaries at the businesses Arrested on one charge each of forgery and uttering a forged check were: Luther William Brown Jr 20 of 720 Belfast Dr and Kenneth Nelson Armstrong 28 of 884 Vance St David Lee Smith 33 of 534 Belfast Dr was arrested on four counts each of forgery and uttering a forged check Brown and Armstrong were in Lincoln County Jail Wednesday on $5000 bond Smith was jailed on 10000 bond Gaston County sioners would get $450000 to test Gaston's air and water and prepare a report on the environment Hine ly would raise county salaries 65 across the board and most employees would get 5 merit raises Top employees could get 8 merit raises The across-the-board raise alone would cost about million Hine ly said the adjustment is needed to make Gaston salaries competitive with others in the region Commissioners' salaries also would rise from $2200 a year to $9000 The vice chairman would get $9500 and the chairman $10000 Commissioners also would get an annual travel allowance $1200 for commissioners $1500 for the vice chairman and $2400 for the chairman in place of the meeting and mileage fees they have gotten The commissioners already have agreed on their salary hikes but said they'll reduce them if they have to make across-the-board budget cuts About 13 million would be spent to build a Crowders Creek wastewater treatment plant expected to reduce pollution and encourage development in southwest Gaston The county is working with the cities of Gastonia Bessemer City and Kings Mountain to build the plant Forty-one new employees would be added with the new employment distributed across several departments Other construction projects would include building a $275000 county garage starting a new main ambulance station at Gaston Memorial Hospital and buying land for an ambulance station in the Tryon School area The county also would improve the police department's computer system buy land for a Crowders Mountain Township library and improve the Lowell library Doubleheader Tonight At Sims By LANGSTON WERTZ JR Staff Writer GASTONIA The Gasto- nia Rangers will have to wait for a shot to
