I if fimrv Dakota senator that it might be inflammatory NEVERTHELESS the sentence was included in a second copy of the speech prepared but not delivered for appearance before the South Carolina Legislature two days later And when asked about it McGovern said that he would stand by his view that the Vietnam war should not be won is an immoral illegal and unjust war which we should never have gotten McGovern explained the only way we could win it would be to destroy the Vietnamese people That would be worse than not winning it and getting Most doves have not gone so far as to take the view that the war was a mistake has been too costly and cannot be won Only the most militant anti-war advocates have suggested that the United States should not win the war Sen William Fulbright (D Ark) a long-time leader of Senate doves has voiced the philosophical view in academic seminars and in his book Arrogance of that' the United States would be tempted to intervene elsewhere if it should win in Vietnam BUT UNLIKE McGovern Fulbright is not a presidential candidate who is vulnerable to sharp campaign attacks On one other occasion during his southern trip McGovern displayed his deepening abhorrence of the war And again he courted trouble During a meeting with South Carolina delegates McGovern was under cross-examination by a conservative hawk Bill Jones of Greenwood a country prosecutor Their exchange was getting sharper when McGovern was asked if he favored giving the North Vietnamese what they wanted and begging for the return of American prisoners McGOVERN fired back: is better than And a few minutes later he added: boys are dying in those cells beg go to Hanoi and beg if I thought that would release them one day Unlike other doves who when in conservative territory have based their opposition to the war on the losses of "American and the money it has cost McGovern has also pleaded for the saving of Asian lives SIMILA India (UPI) Apparently serious differences prevented a formal meeting Thursday between Indian Prime Minister Indira Gandhi and Pakistani President Zul-fikar Ali Bhutto in their summit conference heTe A Pakl- -stan spokesman said the talks were a very critical The two leaders however saw each other socially Thursday night at dinner and aides to Mrs Gandhi said it was hoped that the talks which began Wednesday could resume at the summit level today The hitch developed as the official delegations met Thursday morning to arrange the second face-to-face meeting of the two heads of state The delegations met again in the afternoon but were unable to agree It appeared Thursday night the talks were in danger of seriously bogging down over the same issues that have divided the countries almost from the time they both achieved independence from British rule in 1947 Indian officials however indicated privately Thursday night thejr stance was not rigid and said they were confident that Mrs Gandhi and Bhutto could meet again to discuss substantive issues The Indian side evidently was pressing for a no-war pledge from Bhutto but was believed willing to settle for his tacit agreement that present lines of demarcation would not be violated stance is not said an Indian official we want is for their side to demonstrate a change in their attitudes of the The morning meeting of the official delegation near Rye NY by a back door Wednesday after remaining in seclusion for two days there Mitchell former attorney general now heading President reelection campaign flew to Rye after Mrs Mitchell told Helen Thomas she had given him an ultimatum that she would leave him unless he quit politics They left the country club where the Mitchells lived before coming to Washington a private limousine and gave no indication of their destination Their daughter Marty 11 was staying with friends here Committee officials and the White House view the Mitchell affair as a private matter clear skies with few Vietnamese Army bat- a 1 i 0 attempted early Thursday to block the advance of that column They were thrown back he said in fighting in which 28 North Vietnamese and five South Vietnamese were killed Minh said the paratrooper column had captured 13 enemy 37mm anti-aircraft guns and also had retaken three 105mm howitzers seized from government forces when the province fell in May Minh said the paratroopers also had captured an abandoned Soviet-built T54 tank with a full load of ammunition and its engine still running THE SAME column also freed 240 South Vietnamese men women and children who were said to have been used as forced laborers by the North Vietnamese They were found at the village of Tra Tri seven miles southwest of Quang Tri and were taken from there to positions behind the lines for medical treatment and feeding The heavy concentration of air strikes over Quang Tri Province coupled with the trailing edges of Typhoon Ora that moved into China reduced the daily air strikes around Hanoi and other areas of the northern sector of North Vietnam Military sources said there were only two air strikes in that northern sector Wednesday one against a MIG fighter base at Kep Airfield 30 miles north of Hanoi and the other against a supply storage area 35 miles east of the port city of Haiphong All other strikes among the 240 reported against North Vietnam Wednesday interview that the California members did not act because it would have increased the acrimony already present in the proceedings Both sides claimed their chances would be better at the convention of upholding their postions although convention rules would appear to allow the 120 McGovern delegates to vote on the question This would appear to increase their chances of success Referring to his
