secretary who asked that her name not be used The retired industrialist paid no income taxes in those years she said "She wasn't paying her taxes on the basis that she has been overtaxed because she was single" the secretary said For the five years from 1967 to 1971 Miss Kellems paid only a portion of her federal income taxes the secretary said "She felt it was an unfair tax" she added "She was willing to pay on her basis and not on the basis of the Internal Revenue Service" Miss Kellems contended that the 1948 law creating separate tax rates for single and married persons was illegal because it favored married persons IN NtOST instances married couples filing joint returns have a lower effective tax rate than single persons However in some instances in which both have substantial incomes married persons whether they filed jointly or separately pay more taxes than would two unmarried persons with the same incomes' A US Tax Court judge in Washington DC ruled in June 1972 that Miss Kellems was wrong in contending that she a single person should be taxed at the same rate as a married 'FARB' 3iN SOPHIE BACK 70 of 500 NE 83 St Passed away Sat at Mt Sinai Hospital Formerly of open-heart surgery Screwdrivers wrenches an sockets cover the floor A thin layer of grease drips onto Brickes' elbow but the slightly built balding man hardly looks like your typical mechanic Which he is not RATHER Brickes is a Hollywood banker locked in an oily messy knuckle-scraping struggleto protect a very important investment his car There is evidence everywhere that other Floridians are doing the same Consider: The owners of South Florida auto-supply stores say that business is up substantially Enrollment in automotive courses offered by the Dade adult-education program has doubled in' the last 18 months Despite slumping new car sales Ford Motor Comb pany's parts and service division set a sales record in 1974 Scores of LI-Fix-It garages have opened around the country within the last six months and are doing a I brisk business THERE ARE two such garages operating in Dade and ot hers are planned Brickes frequents the garage in Miami Gardens where he rents tools on an hourly basis and does the labor himself "I don't want to buy a new car" says Brickes a Southeast Bank vice president leaning up against his 1968 model "They're too damn expensive I've always considered them one of the' greatest ripoffs against the American people" Since coming to the garage Brickes has learned to rebuild pistons and care for his brakes Mechanical advice is available at the garage for no extra charge Bill Wagener a Miami High teacher interested in getting extra years out of his 1970 station wagon has begun doing repair work at home "I'm interested in mechanics" said Wagener 25 "but it's also more economical With the help of my friends I just rebuilt my old car for $1000 rather than spending $5000 for a new one" Brickes and Wagener are doing fairly complicated repair work other car owners have undertaken relatively simple tasks such as changing oil filters air filters water pumps and carburetors "If I didn't know how to do the little things like tune-ups and oil changes" says Hialeah housewife Betty Frasier "I couldn't afford to keep the family's second car running" The growing numbers of do-it-yourselfers spell good business for auto-supply shops At Hialeah Auto Parts owner Frank Gil has increased his sales staff from five to six One chain Rose Auto Parts with 14 stores in Dade and Broward has begun a promotional camPaign aimed at amateur mechanics by providing free literature and tions "There's no question about it" says Donald Goodman vice president of the chain "we are getting a lot of inexperienced people Lawrence and Donald Howard two sisters Edith of 14625 Harris Pl Miami Lakes graduated from Edison High School She was a member of the Miami Lakes Woman's Club She is survived by two sons James and Bruce A two brothers Emmett ARTHUR EPSTEIN- owner of Rogers Auto Supply is not surprised by the influx of business "People can't afford new cars anymore that's what they tell me" Epstein says 'If a guy has a few wrenches and doesn't mind skinning his fingers he can save a lot of bucks" Car dealers and the American Automobile Association in Miami also report an increasing number of inquiries about a maintenance People not familiar with their cars are bringing them to repair shops Because of the burgeoning concern about cars the amount of service work done atDon Allen Chevrolet ip central Miami is up 10 per cent according to owner FOgerty while South Florida's largest dealership Anthony Abraham Chevrolet has extended its service hours to handle the additional volume "People are becoming aware that they can save money by having their car maintained and perhaps keep them a year or two longer" Abraham said FIXING a car by yourself or bringing it into the shop however is not a panacea Not whEn the price of parts increased from 5 to 35 per cent during the last year "My God parts are going up" says Powell Dean owner of Powell Dean Automotive in northeast Dade "I'm afraid to take a man's car apart until I know what the parts are going to cost The cost of evaporators alone has jumped from $140 to $179 in the last three months" Edward Gormam a spokesman for the Ford Parts and Service Division in Detroit says the price of Ford parts rose an average of 5 per cent during 1974 The increases he said are directly tied to "the spiraling cost" of steel transportation and labor There are other problems in trying to hold off buying a new car by fixing the old one Joe Deptula owner of Western Trail Auto says he has heard of unemployed workers doing pick-up repairs that are not always reliable And there are people who Work on their cars without ever really learning what to do Danny Gulian owner of Coral Way Automotive Center has seen several of them "YOU'D BE surprised" says Gulian "of the number of people trying to do body work by themselves By the time they finish they have to bring it in here anyway so we can fix what they did wrong Then it ends up costing them twice as much" Unless car prices continue to drop mechanics auto-supply store owners and some dealers expect drivers to work harder on the upkeep of their cars That says Keith Leslie a spokesman for the American Automobile Association is not a bad idea "We're hearing a lot of conversation about car maintenance from our members which is something new Florida cars are probably the worst maintained in the nation Up North drivers winterize and surnmerize their cars But down here people get into the habit of thinking that if the car runs there is no need for it to be tuned up There's certainly room for improvement" 1 Goldie Cole 52-Year
