The Business Scene (Items of interest about Ventura business firms) Archie W. Luper of Loops Restaurants this week announced plans for a program of expansion beginning with the immediate construction of two rew Loops restaurants to add to his growing chain. One of these is located at Modaho and is being built in conjunction with the new Victoria Motel, with a seating tanacity for 110 persons. Well, I checked the 1959 calendar carefully and 1 could not count more than 52 weeks. However, I am willing to take his word that an extra week sneaked in there somewhere. It occurred to me that if this happened to weekly wage earners all over America, then we all paid an extra weeks income tax. That must amount to a sizable bundle of cash. So I called up the internal revenue service.

The revenue service said it had indeed received a number of inquiries about the matter. County to Take Steps to Curb Illegal Dumping Several Ventura county departments have been advised by District Attorney Roy Gustafson as to steps to be taken in preventing illegal dumping of refuse from Los Angeles county- The action follows several months of investigation which uncovered at least three dump operations which had no per mits. One of the dumps, near Mesa school southeast of Sati-coy, had more than 600 tons of rubbish, most from the Malibu area. Los Angeles county authorities also have been notified of Ventura county dump regulations and asked to cooperate in event refuse collectors down there claim they will dump in Ventura county. A fire on the Minnie Cohn estate near Mesa school on Thanksgiving day led to the discovery of the dump used by the Alladin Sanitary Engineering company of Malibu.

It also was learned that another Malibu refuse collector formerly had used a barranca on that ranch as a dump site. The Cohn dump now has been closed and it is to be burned and covered with earth. It also was learned that the Southern California Edison company had been dumping tree trimmings lu Beardsley barranca in the same general area of the county. This dumping is to stop, county officials said. Advice on procedures to follow with all such operations has been given by the district attorney to the county health, fire, sheriff's and planning departments.

Cuban Minister Backs Neutralism HAVANA. (LTD Foreign Minister Raul Itoa declared Thursday night that Premier Fidel Castros revolutionary regime favors a policy of neutralism and free, peaceful coexistence with all the world. In a televised interview, Roa said Cuba does not want to form part of any bloc of nations as opposed to any other bloc. He added, however, that present-day pow'er politics make this goal difficult to achieve. The important thing is to try to make power politics disappear in favor of free, peaceful coexistence, he said.

Stellers Jewelery, 437 E. Main street, Ventura, announced this week that Joe Behrman has joined the stores staff. He has worked in the city for the last 12 years in watch repairing, diamond setting and engraving. A new speedway, a gigantic oval tire testing track, opened near Uvalde Texas b'1 the General Tire and Rubber company, will enable the firm to evaluate todays tires and the tires of tomorrow more adequately and scientifi-caly than ever before. Large enough that it could contain 25 Indianapolis speed-wrjs, the dual-lane track, largest of its kind in the world, is designed to road-test tires at speeds up to 200 miles per hour, according to Lloyd Warren of the Warren General Tire company, Ventura General Tire dealer.

Coastal Water Works Supply company, a water works supply concern whose opening in Santa Paula was announced last week, is a division of PIPCO (Plastic Irrigation products company) at 3921 E.
