The following story is released by Police Chief Ralph E. Parker, and Capt.

C. L. Johnson, commander of the local Highway Patrol office. Reide said the breaking of the dam is a blessing in the sense that the sqput council has thought for a long time that the dam should be rebuilt and that silt behind it taken out. The council: wants to build a dam that has a floodgate as well as an overflow so that if sudden rains come up the pressure can be relieved by opening the gate.

The gate also would make it possible to drain the reservoir and take the silt out. Reide said the council isnt in a position to buy materials and hire workmen to rebuild the dam. Anyone interested In donating material, equipment or labor to a new dam may call the council at NA 63552. Woman Loses Control, Car Tears Fence ONTARIO An auto knocked down a fence and hit a house here Thursday when the driver apparently passed out. Marie J.

Hayden, 74, of Cucamonga, the driver, escaped injury. She was examined at Ontario Community Hospital and later sent home. Police said Mrs. Hayden was driving across a market parK-ing lot on 4th Street. The car went across 4th Street and into a yard at 1053 Calaveras Ave.

The first rain came Tuesday night, Reide said, and the acre reservoir behind the dam went up 6 inches. It rained again Wednesday and the water went up still farther. That night the dam broke. Reide said the break in the earth-fill dam is about 20 feet wide at the top and five feet wide at the bottom. The break came, Reide said, because the dams overflow would not get rid of the water fast enough to relieve the built up water pressure.

Reide said all swimming was canceled as soon as the rain started, a regular camp precaution because of the possibility of lightning. The scouts at camp were disappointed because they couldnt go swimming or boating the last of the week. The scouts, however, enjoy rain for some reason Reide hasnt been able to discover. It rained again Friday. The reservoir behind the dam was about 12 feet deep in the center.

It is used only for sw imming and boating. Springs supply domestic water for the camp. The camp program ended today for the summer so three days without swimming is the only immediate inconvenience. Reide said, however, that if the dam isnt rebuilt during the rest of the summer or in the fall there probably won't be any swimming at camp next season. By JOSEPH H.

Finians Rainbow, the whimsical, tinslcal tale of moonbeams and moonshine, of lovers and leprechauns, will be presented through Aug. 16. Tickets are on sale at the Mutual ticket office in the Orange Belt Emporium. The show, starring Alan Young, Molly Bee, and the venerable James Dunn, is a fast-moving, colorful production, featuring sprightly tunes, wildly abandoned dances, and a barrage of battered Irish brogues.

Young, deserting his talking horse, Mister Ed, makes the play his private Irish stew, as Og, the leprechaun. With turned up coatails and faunlike ears, Young capers through his role with a pixilated charm that would make Scrooge believe in wee folk. HIS PLEASANT singing voice, his nimble heels, his quips and cranks and wanton wiles contribute to a happy-go-lucky frolic that he enjoys as much as the audience. Young, whose real first name is Angus, is hilarious in Something Sort of Grandish and impishly beguiling in When Im Not Near the Girl I Love. tractions of the Melodyland productioa As the wild-eyed mountain girl mute, she flickers like a flame about the circular stage in a series of expertly graceful, dances.

Robert Nash, a pillar of the Anaheim troupe, does an excellent job as the cornpone senator. His early performance is as rich as Southern ham, and his later portrayal, as the role turns suddenly serious, is moving. The Melodyland cast is fleshed out for Finians Rainbow with a group of talented men, women, and children from the Ebony Theatre. They mafte a fine contribution to the production. The two troupes form a colorful, exciting team that is unusual in musical comedy theater.

There are some longstemmed beauties and a few divine chorus boys, but for the large part the singers and dancers look like real people, with individuality and personality, And talent. Records Reviving Broadway Shows NEW YORK () Seven of Broadways past musical hits are being revived on recordings this summer. The group includes The Boys From Syracuse, Babes in Arms, On Your Toes, Roberta," Oh Kay, Briga-doon, and Girl Crazy." Brigante Helps Prepare For Convention CLAREMONT Dr. Thomas R. Brigante, director of the Psychological Clinic and Counseling Center of Claremont Colleges, will be cochairman of an organizational meeting for psychologists in community mental health at the fall session of the American Psychological Assn, in Los Angeles Sept 2-9. The conference will be at the Statler-Hilton Hotel. Purpose of the organization meeting, Brigante said, is to discuss possibility of forming a new division within the association for psychologists in the community mental health field.

He is a member of the steering committee. At a symposium concerned with training in community mental health Brigante will present a paper Sept. 4 at the conference. His paper is entitled Opportunities for Community Mental Health Training in the Residential College Campus Context. Dunn, as the Irish spirited Finian McLonergan, Is as warm and bumbling as an old soft-shoe.

The role makes few demands on Dunn which is all right with him. He beams his way through the show like a Celtic Major Hoople. Equally bewitched by a leprechauns crock of gold and a jug of Irish whiskey, Dunn blarneys his way through the pitfalls of the plot, as it is called, and brings happiness to the idle poor of Rainbow Valley and the audience. Molly Bee as Finians daughter is something less than enchanting. Her acting is an amalgam of steadfastly stereotyped gestures and expressions, and her voice has a harsh, bugle-like quality that hardly suggests the demure colleen from the auld sod.

SHE DOES better with numbers like Old Devil Moon and the pitter-pattering Something Sort of Grandish than with the romantic How Are Thing in Glocca Morra Miss Bees vis a vis is Eric Wylder, a personable young man with a fine voice that should be heard more. As the non-guitar-playing folk singer, he provides a poised, vigorous characterization and a good touch for comedy. Here the problem arises. Most of the enthusiasts are being introduced to a machine entirely new to them. Many never rode anything more difficult than a bicycle. It is not hard to understand why the Pomona area is experiencing three to 10 accidents daily involving these light cycles.

Many of the accidents occur with only the cycle itself involved. Others are collisions with other motor vehicles, usually cars. Most of these accidents result in injuries to the rider. Some of these injuries are serious. What is the usual cause of these accidents? Its inexperience.

Both the Pomona Police Department and the Highway Patrol are concerned at the rapidly rising toll of accidents involving these lightweight machines. Here are a few tips about their safe use: MOST OF THE NEW lightweight machines are motor-driven cycles as defined in the California Vehicle Code because they have less than 15 horsepower. These motor-driven cycles are prohibited from using freeways because they lack power. This lack of power also should be considered when judging the amount of distance needed to pass other vehicles or when entering traffic from a side street All passengers must be carried on a regular seat securely fastened to the machine to the rear of the driver. There must be foot rests and hand grips.

Drivers should not carry small children or pets on the cycles in front of them. This practice invites trouble. The driver must use one hand to hold on to them and cant operate properly the controls, especially in an emergency. Riders should become thoroughly familiar with the cycle in an area free of traffic. These machines are simple to operate but require familiarization.

The handling characteristics are entirely different from a bike because of weight distribution and power characteristics. NO ONE should ride anyone elses cycle unless he is familiar with its operation and has had previous riding experience. Its dangerous to follow other vehicles too closely. It's impossible to stop as quickly and safely on a motorcycle as a motorist can. When riding in traffic dont follow directly behind another vehicle but slightly to the right or left.

Pass other vehicles only when a lane to the right or left is available. Dont pass between cars or pass on the shoulder to the right. Obey all rules regarding hand signals. Give signals distinctly and be sure other drivers see them. DONT CUT in and out of traffic.

Let other drivers know in advance what you intend to do. Allow ample stopping time and give yourself room to avoid trouble. Dont crowd yourself into a pocket where you have no room to maneuver. Dont play in traffic. Use extreme caution when the streets are wet or have loose gravel on them.

The traction coefficient of small-tire cycles is low and they skid easily. Take corners cautiously. Excessive speed on turns is a major cause of accidents. Don't speed. High speeds are unsafe for inexperienced drivers.

The way was thus cleared for the Board of Supervisors to take action at its next Tuesday meeting.
