Pragratt-lullatln, Pomona, Calif, Twatday Ivanlng, April 21, 19J9 Pago 2, Sec. 2 Council Acts To Establish i Privilege Tax The City Council Monday night took steps to Impose privilege and use tax under which the city could, for In-stance, collect an estimated $60,000 annually from Convair Pomona. The council placed on first reading an ordinance lor Imposition of the tax If California Assembly Bill 487, which provides for this form of tax, becomes a law. The ordinance would become effective the same day the assembly bill took effect As pointed out by Mayor Arthur H. Cox, the tax would be on possessory Interest or on inventories In the name of private enterprise before they become federal property.

City Atty. Arlo E. Rlckett Jr. reminded that the California Supreme Court In cases of Aerojet General Corp. and General Dynamics Corp, of which Convair is a part against Los Angeles County held that possessory and other equitable interests in tangible personal property "are not separately taxable without further implementing legislation.

Assembly Bill 487 would be the Implementing legislation. Purpose of the local ordinance would be for Pomona to get a share of this in lieu tax if the assembly bill is passed. The council went along with a motion by Councilman Willard A. Long Sr. for placing the ordinance on first reading.

SHILLAM Hilary R. Shillam of 2232 Kathryn Ave. passed away In San Francisco early Monday morning. He had suffered a heart attack Sunday. Mr.

Shillam was born May 23, 1893, in England. lie came to the United States In 1924 and to California In 1928, and lived In Pasadena before coming to Pomona two years ago. For the last 10 years he has been a part mutuel teller at the Santa Anita track. He was a member of the Episcopal Church. Besides his wife, Mrs.

Violet B. Shillam. he Is survived by a son. Dr. Dennis Shillam of Pasadena, and a daughter, Miss Pauline Shillam of Santa Barbara.
