Stevenson swept to a thunderous California victory today that all but knocked Sen.

Estes Kefauver out of the running for the Democratic presidential nomination. Stevenson took Californias 68 Democratic convention votes away from Kefauver by what approached a landslide margin. He forged 'so far ahead of his rivals that he looked like the man to beat for his partys nomination. He was getting 62 per cent of the Democratic vote in California. 259 Vi Convention Votes Including yesterdays California, Montana and South Dakota primaries, Stevenson has 259 Vi Democratic convention delegates and Kefauver 166.

Other candi-dates have 226 total and 37014 are uncommitted publicly. While this left Stevenson substantially short of the 696 Vi nominating figure, the impetus of his California victory seemed likely to win him support from previously undecided delegates and others still to be chosen. Despite his California showing, the former Illinois governor apparently failed to match in His own ballot total the count1 rolled up by an unopposed delegate slate backing President Eisenhower for the GOP nomination. Demos Top GOP Vote But in their bitterly-fought primary yesterday the combined vote Democrats gave Stevenson and Kefauver topped substantially the ballots cast in the unexciting GOP contest. Registered Democrats outnumber Republicans by 782,000 In the state, which Eisenhower won from Stevenson by 700, 00Q in 1952.

With 15,580 of 24,160 precinct ocunted, the Democratic contest stood: 17,97 precincts of 24,160 Stevenson 710,870, Kefauver 436,601. President (R) 15.880 precincts, Eisenhower 685,374. Senator (R) 16,814 precincts, Kuchel 702,208, Johnson 18,577, Pritchard 24,110, Yorty 38,590. Conceding defeat early today, Kefauver said he will continue campaigning for the Democratic nomination. He said he will not accept a vice presidential place on the ticket an offer not likely to come if Stevenson wins the top spot.

Congratulates Stevenson Kefauver said in a congratulatory telegram to Stevenson ha and his supporters will do "everything possible for the election of Democratic candidate in the general election and to bring California back Into tha Democratic fold in November." The Tennessee senator told reporters he had no excuses, no regrets and no alibis for his defeat. Stevenson was delighted by the results. He added, in what seemed to be a reference to tha November election, that "this Is only the first step in a long campaign. Californias Atty. Gen.

Edmund G. Brown, Stevenson No. 1 backer here, said the primary outcome means California will elect Adlai Stevenson in November. James A. President Asks Restudy of Aid To Yugoslavia By MARVIN L. ARROWS3IITH WASHINGTON CP) President Eisenhower said today the whole question of whether to continue United States aid to Communist Yugoslavia must be restudied in the light of Marshal Tito's new friendliness with Moscow. His statement came at a news conference in which he: 1. Plugged hard for enactment of the administrations $4,900,000,000 foreign aid program. The House Foreign Affairs Committee has voted a $1,109,000,000 cut.

2. Drew away from taking sides in primary contests between Republicans. Eisenhower said he belives it is not the place of the President of the United States to intervene in primaries. Also on the political front, Eisenhower declined to shed any light on whether he may campaign more vigorously this fall than he indicated in February. Eisenhower launched his conference with a call for support in Congress for his foreign aid program. Pqlitics came up with a question as to whether Eisenhower planned to give Sen. Wiley (R-Wis.) an help in his primary campaign. The Wisconsin state Republican convention recently refused to endorse Wiley, a strong administration supporter on foreign policy, for a third term. The conventions endorsement went instead to Rep.

Glenn R. Davis, who is backed by Sen. McCarthy Wants No GOP Help Eisenhower replied that Wiley himself had issued a statement saying he neither wanted nor expected administration help in his primary contest. Then Eisenhower went on to say he believes it is not the place of the President to intervene in primaries. A reporter said at the time Douglas McKay resigned as secretary of the interior tq run for the U.

S. Senate from Oregon Eisenhower had in effect endorsed McKays candidacy even though there were other GOP candidates bidding for the nomination. The President replied he had misunderstood the situation in Oregon. Odium, was apparent Republican winner and Judge Dalip S. Saund, Sikh native of India, the Democrat nominee in the 29th. 6 Republicans Unopposed Six Republicans were nominated without opposition in their own party. They were J. Arthur Younger, San Mateo, 9th; Craig Hosmer, Long Beach, 18th; Roy E.

Reynolds, Norwalk, 19th; Carl Hinshaw, Pasadena, 20th; Glenard P. Lipscomb, Los Angeles, 24th, and Patrick J. Hillings, Arcadia, 25 th. (Continued on Next Page) year-old state senator from Los Angeles, had a 9-5 lead over Kuchel in the Democratic primary, with former congressman Samuel Yorty far behind. In the Republican contest, Kuchel was far out in front.

Returns from 12.591 of the states 24,160 precincts in thq Democratic contest gave Richard 377.238, Kuchel 223,042 and Yorty 155,667. In the Republican primary precincts gave Kuchel 474,513 and Yorty 25,856. Kuchel and Yorty filed in both primaries, as allowed by California law. Richards, given organization endorsement by the California Democratic Council over Yorty angry protest, did not cross-file on the Republican ballot. Early Claim Richards claimed victory about three hours after the polls closed.

We have conducted an affirmative and clean campaign, he declared. We shall continue to do so in working for victory in November. Kuchels strong showing on the Democratic ballot came somewhat as a surprise to political observers. He conducted only a light campaign for votes. Richards ran with the endorsement of the California Democratic Council.

Yorty, passed over by the council, charged that Democratic party bosses supported Richards against him because I have refused to play their game. Defeated Yorty in 1952 Kuchel has served four years in the Senate. Gov. Earl Warren appointed him senator in 1952 to succeed Vice President Richard M. NLxon.

In 1954 he defeated Yorty in the election for two unexpired years of Nixons term. In his campaign for the primary Kuchel insisted he was an independent on domestic issues but a Faithful supporter of President Eisenhower in international relations. Richards, who backed Yorty in the 1954 general election, campaigned on a platform of opposition to Eisenhowers record on foreign aid, taxes and labor. Richards, 39, is a native of Cedar Rapids, Iowa, and a 1942 graduate of the University of Southern California law school. He was Los Angeles County Democratic chairman in 1950 and 1952 and was elected state senator in 1954.

Stevenson Splits Harriman's Camp ALBANY, N. Y. UP) New York Democratic leaders hopes of presenting complete support for Gov. Averell Harriman at the partys presidential convention sailed out the window today as at least four Adlai Stevenson supporters forced their way into the states delegation. While Harriman will have the overwhelming majority of New Yorks 98 convention votes in his pocket, four pro-Stevenson men won convention delegate seats in the New York primary.

Two others claimed victory over Harriman backers as vote counting continued. name permitted cities and counties to issue immediate possession bonds to pay for property condemned for street improvements. It also involved such municipal improvements as sewers and sidewalks. The act especially aided developments in Los Angeles, John Keith, chief of the State Board of Equalizations division of assessment standards, said in Sacramento. The law has been largely replaced by later he added.

Key members of the tax-writing House Ways and Means Committee gave a cool reception to qualified recommendations made yesterday by the Committee for Economic Development for a tax cut of two billion dollars or more effective next Jan. 1. Congressmen Respond To Presidents Plea By UNITED PRESS House leaders of both parties responded quickly to a personal plea by President Eisenhower and agreed today to fight for a compromise $4.4 billion foreign aid program. Speaker Sam Rayburn of Texas said Democratic and Republican leaders would try to restore $600 million of the $1.1 billion cut voted by the Foreign Affairs Committee in the Presidents request.

Scientists Work Out New Defense Weapon WASHINGTON CP) Air Gen. Earle C. Partridge says American scientists have w-orked out, in principle, a weapon to defend this country against a still-un-perfected Soviet intercontinental ballistic missile. But, he added, this counterweapon has not yet been translated into any hardware and until we can figure out a way to make the thing work operationally, I do not rest very easy. Jet Fighter Hits Car, Kills Mother, Daughter MINNEAPOLIS CP) A Minneapolis mother and her 5-year-old daughter died last night when an Air Force jet loaded with 104 rockets failed on takeoff, slammed Into their car and caught fire.

Dead in the crash were Mrs. Thelma R. Usher, 38, and her daughter, Rita. Mrs. Ushers husband, Clair, was hospitalized in shock.

Marshal Tito Visits Red A-Power Station MOSCOW (UP) Marshal Tito of Yugoslavia visited Russias atomic power station today. slightly short of polling a majority of all votes cast in the seven-man race. The top two finishers will battle it out in the November election if Dorn falls short. Two other supervisors were elected to new terms in the primary. Kenneth Hahn was unopposed in his bid for re-election and Burton W.

Chace defeated Roy Sanderson by a 2-1 margin. Dist. Atty. S. Ernest Roll, also without opposition, won a second term in office.

Bowron in Runoff Another fall runoff is in store in the race for a Superior Court judgeship that was marked by former Mayor Fletcher Bow-rons return to the political arena. Bowron, one of seven candidates for the position, piled up an impressive lead over Municipal Judge Joseph Marchetti, but was also short of a majority. Marchetti just narrowly defeated Municipal Judge Joseph Call for a spot in the final election. Proposition Wins Support for Proposition was heavy thruout the five Southland counties making up the Metropolitan Water District, which called for the measure to finance its huge Colorado River aqueduct expansion program. The measure authorizes the directors of the district to issue 50 million dollars worth of short term notes to finance the program, which will bring the aqueduct up to full capacity.

The notes will be retired by rev-enue contributed by district members and will not call for a tax increase. Los Angeles airport bond is sue, which required a two-thirds vote for passage, piled up a margin of better than 6-1 in its favor. The money is to be spent on Los Angeles International Airport and San Fernando Valley Airport expansion. of healthy defensive cells that resist the spread of cancer. Estes Kefauver, jolted by his primary defeat in California, could take some solace today in being assured of Montanas 16 votes at the Democratic national convention. At the same time, President Eisenhower claimed the states 14 Republican convention votes in yesterdays presidential primary, the first in Montana since 1924. Army Issues Draft Call For 13,000 in August WASHINGTON CP) The Army today issued a draft call for 13,000 men in August. This Is the same number asked for July. The new call brings to the total number drafted or earmarked for induction ince resumption of selective service in February 1950.

Demos Make Showing In South Dakota Vote SIOUX FALLS, S. D. CP) Democrats made a commendable showing in South Dakotas primary Tuesday but a violent eruption predicted by some Democrats in protest of the national farm program failed to materialize. The Democrats nominated Ken Holum, Groton farmer, to oppose U. S.

Sen. Francis Case in the general election. Case was without contest in the primary. Northwestern Flood Waters Subside By UNITED PRESS Flood waters dropped slowly along the swollen Columbia River today and volunteers watched water-logged dikes anxiously for signs of a break. SAN FRANCISCO UP) Two Democratic incumbents, cross-filed in the Republican primary, won re-election to Congress today by winning in both primaries.

They are Clair Engle of Red Bluff and John F. Shelley of San Francisco. Engle, chairman of the House Interior Committee, led Frederic H. Nagel Jr. of Susanville in the Republican count 17,420 to 8,542 with 560 of the 2nd Districts 907 precincts reporting.

Engles margin in the Democratic count was 34,186 to 1,821 for Nagel. 1 Returns Complete The complete unofficial count in San Francisco gave Shelley 13,135 and A1 J. Quinn 8,958 in the Republican balloting. On the Democratic ballot Shelley Chotiner Letter To Ike Revealed WASHINGTON UP) A House subcommittee disclosed today that Murray Chotiner wrote President Eisenhower in 1954 seeking intercession to remedy what Chotiner called arbitrary actions by the Civil Aeronautics Board against independent air lines, The White House had CAB draft a reply. It is too early to tell whether they benefited. But there are signs they did, and good experimental reasons to think the vaccines can help. Mattoon, assistant attorney general of California and author of a 1925 legislative act delineating assessment procedure, died yesterday. The 64-year-old official collapsed in his home from a heart attack and succumbed within two hours after being taken to California Lutheran Hospital. He had suffered from a mild cardiac disorder for several years. Mattoon, formerly Los Angeles County counsel, was appointed assistant attorney general in 1940. He represented California in the tidelands oil dispute with the U.S.
