Town and Country Ford and is principal stockholder in Charlotte Motor Speedway would not say if he plans further acquisitions But he said he has no plans to seek a voice in NC Federal's management "I really believe banking insurance and savings and loans the capital markets are going to be lucrative during the '80s because the need for capital is going to be tremendous" Smith said "1 don't think that us poor folks are going to enjoy any cheap money for a long long time" Smith's holdings in NC Federal make him its largest shareholder according to Clark Godwin president of the Albemarle-based Southeast became its own banker Despite its expansion the region's growth rate ranks third behind the Pacific Sottthwest which expanded by 4863 percent and the Southwest which had a 3499 percent expansion Within the region which includes the Carolinas Alabama Georgia Florida Kentucky Tennessee and Mississippi Florida left the other states far behind It posted a growth rate of 7655 percent and 34 million nonfarm jobs North Carolina's nonfarm employment grew 282 percent to 24 million from 623000 in 1939 South Carolina's nonfarm employment grew 280 percent to 12 million from 310000 A Celanese Corp subsidiary said Thursday it has agreed to sell three plants including its Wica Chemical plant in Charlotte to Union Oil Co of California A Union Oil spokesman in Los Angeles said the three plants which produce textile and paper emulsions are being purchased for $10 million He said Union will continue to operate them A spokesman at Celanese Plastics Specialties Co based in Chatham NJ said plants in Newark Calif and Bridgeview Ill also are included in the sale He declined to say how many employees work at the three plants although it is believed the Wica plant at 6100 Orr Rd in northeast Charlotte employs about 100 The spokesman read a company statement that said most workers "will either be offered positions with Union Oil or will join other Celanese operations" He said assistance will be offered to employees "who may be displaced as a result of this sale" Among those are 20 workers at a small emulsions facility at Belvidere NJ which is to be closed about Oct Wica employees would lose their jobs Just a month ago another Celanese subsidiary Fiber Industries Inc said it would discontinue production of fibers and yarns for carpeting manufacturing Dec 31 Fiber Industries its carpet fibers business hard hit by slumping auto and housing sales said about 485 employees could be affected at its plants in Salisbury Shelby and Greenville SC Celanese acquired the Wica plant in 1974 It was founded in 1948 as Wica Chemicals Inc with WC Caldwell as its head to manufacture textile chemicals that Caldwell and a partner began mixing in their backyard It went through other corporate owners including Ott Chemical Co of Muskegon Mich and Story Chemical Corp of Athens Ga before it became part of the Celanese organization Its present plant dates to 1951 Celanese Plastics and Specialties which employs 3900 in the United States produces engineering and polyethylene resins plastic piping systems automotive coatings and related product lines The subsidiary announced only in March that it would build a multimillion-dollar plant alongside its Celriver plant in Rock Hill to produce carbon fiber materials The parent Celanese Corp is a giant petrochemical
