A ization 'Sportswriters Can Go to Sleep1 Sagehen Coach Against Rule Change DO Coaches Must Chop Their Squads Down to 'iron Men' ST. PETERSBURG, FI. CP) America college football coaches, stunned by the swift, unexpected death of the two-platoon system, faced with mixed emotions today the massive reorganization job they must perform between now and September. The fabulous era of free substitution, with its big squads of highly trained offensive and defensive ing many men of the opportunity of playing. There are many men who do not have the ability to play on both offense and defense and sinee the rule will lessen substitution they wont be able to play.

Merritt said he viewed football as a great educational progress and that the decision would hurt the group of players he was most Interested in the ones who are not all-round players. The boys that can play full time are made anyway, he over, we decided we could have aa good game as we have had before, and this is going to help the colleges with financial problems. Committee Chairman H. O. (Fritz) Crisler, Michigan athletic director, said the momentous decision was reached with the best interests of football in mind.

We were gravely concerned about those schools that have had to abandon football. In the end, after three days of serious, unselfish discussion, we decided It was necessary in the interest of footballs future to bring an end to the two-platoon system. The new regulation, which restores the era of the iron man football states that players removed from a game during the first and third periods may not return to action during those periods. Players pulled out before the last four minutes of the second and fourth periods may go back into the game only in those last four-minute periods before the half and the end of the game. Players removed during the final four-minute periods of the second and fourth quarters can-, not be used again during those periods.

PETERSBURG, Fla. UP) The football rules committee of the NCAA rejected a proposal to make quarterbacks eligible to receive forward passes. That presumably was in response to a plea from 90-year-old Amos Alonzo Stagg not to make any rule change which would add strength to the offense.

Stagg, a member of the committee for 50 years, wired that the" offense now is on the edge of unbalancing the game. Those in favor of (he one-platoon system which was restored yesterday by the NCAA football rules committee said it will mean: 1. The era of the specialist is over.

2. Less recruiting. 3. Coaches will have to go back to teaching fundamentals. 4- It will benefit smaller schools.

5. It will help colleges finan dally by making for smaller squads. Coaches who preferred the two-platoon system advanced as their arguments: 1. It gave more boys an op portunity to play. 2.

Boys were less susceptible to injury. 3. Not as much practice time was required. 4. The change will mean a poorer brand of football.

If the coaches couldnt agree on the benefits or lack of them in the change, they were unanimous on one point the change took them completely by sur prise. A survey before the rules committee meeting showed the coaches to be in favor of two platoons by a 4-to-l margin. State said it set the game back 15 years. Oklahomas Bud Wilkinson, on the other hand, said he felt the decision was in the best interests of the game and Im highly in favor of it. Wilkinson said the two-platoon system had made the big teams better, the little schools weaker.

Everybody agreed that coaches must work harder now. This is going to mean a great and sudden change in organization," said K. L. (Tug) Wilson, Big Ten commissioner. Crisler added that coaches are going to have to start considering now who their best 11 players are.

Almost overlooked in (he excitement of the new substitution rule were a number of other rule changes voted by the committee. One of the most important restricted the present drastic penalty for pass interference which gives the offensive team the ball at the point of the foul. Under the new rule, the attacking team is given only enough yardage for a first down. Almost lost in the shuffle was the controversy over the so-called sucker shift. The committee said it felt the present rule on false starts covered the situation and Crisler said.

Theyll be in the gams regardless. But the ones whs arent as good will I dont think that playing an extra 15 or SO minutes yrU make the better players 'pay happier or sadder while not playing at all will hurt the others. Ahead of the coaches, in the next eight months, lay the task of building whole new teams to play the game both ways.

It waa no secret that resentment. against the system and its fabulous costs, which had forced small colleges to abandon football, was building up to a high pitch among college presidents and administrators. But the coaches, in a recent poll, had voted 4-1 to keep the system alive, and it was generally believed that if the coaches were to be overridden, it would be gradually. It was a radical action, said Columbias Coach Lou Little, who attended the committee meetings in an advisory role. But when we thought It will have to become all-around football players.

The days of specialization are over. Coach Sanders of UCLA predicted the elimination of the free substitution rule would help college football. Lets face it, he said. Platoon football is expensive. It has forced many fine schools with a wealth of football tradition to drop the sport schools like Georgetown, Santa Clara and Duquesne.

Chuck Taylor, Stanford: It pleases me no end. .1 am not a two-platoon man and 1 have felt the unlimited substitution rule hurt small schools such as ours. I think the educational and moral values of the game, which, after all, remain the basic reason for its being played at all, will be enhanced. Ernie Jorge, College of Pacific: Obviously, the new rule will help the school with the small squad and small coaching staff such as COP. It will be possible to bigger schools more nearly even with maybe 22 players.

Lynn Waldorf, California, outspoken advocate of unlimited substitutions: Im really amazed since the coaches voted at their own meeting last week to leave the rules pretty much as they were. However one unit could be substituted for another alter 10 or 12 minutes. The change offers interesting possibilities. Not so many boys will have a chance to play. It is a question whether injuries to players will increase.

One result will be to slow the pace of the fourth quarter. Gene Menges, San Jose State assistant: "It definitely will help us. Against larger squads, the man power edge certainly wont mean as much as before. I would imagine California isnt too happy about it. Slobojan (4) Glaze 1) Pollard (4) Spring practice drills on college gridirons are going to be busy times this year as coaches attempt to convert their specialists over to all-around football players.

Offensive stars such as Paul Cameron of UCLA will have to start learning the business of being a good defensive player as well, with the two-platoon system ruled put. No coach will dare take a chance of having that type of player not being able to play at any time on offense by taking him out when his squad goes on defense. Probably the most affected by the new ruling will be the prima donna type of ends who are good pass catchers but too fragile to stand up to battering defensive play. They are going to have to play on defense or they will be seeing very little action on offense. The same situation will prevail for linebackers who played only on defense and now will have to learn how to block.

Linemen, who were played either on defense of offense solely, this spring will be dropping pounds all over the practice field as they go about learning the duties of being good players who can play a full 60 minutes or close to it. Loyola Cheerful About Hew Rule LOS ANGELES OIE Loyola University of Los Angeles, which abandoned football in 51, announced today that elimination of the free substitution rule may make it possible for the school to resume the sport. 1 am surprised and greatly pleased that the platoon system has been abandoned, said the Rev. Charles S.

Olson-Turpin Title Bout Suggested SAN FRANCISCO OP) The California State Athletic, Commission suggests that Carl (Bobo) Olson fight Randy Turpin of England and says it would recognize the winner as world middleweight champion. Sugar Ray Robinson recently vacated the title. Oat The new rule even presents a problem to those persons who pick all-conference and All-America football teams.

No longer will they be able to hand out honors to huge squads of 23 or 44 men. From now on it will be only the 11 best again. While coaches of big schools will argue that the new ruling is unjustified, most fans and players and the representatives of little colleges will be happy again. It certainly will help equalize the quality of teams from big and small colleges. Football playing from a technical standpoint may not be quite as good but once again you will read accounts of 11 iron men upsetting mighty univer sity teams.

Not surprising today was the fact that two of the new rules biggest critics were Biggie Munn of Michigan State and Jess Hill of USC. But ironic were their reasons for disliking the change. Munn, who was the first coach in the history of the East-West Shrine game at San Francisco not to play his entire squad, said: I have gone on record by letting as many boys as possible play and Im for anything that gives players that chance. Hill was upset because the rule would have a detrimental affect on specialists such as his extra-point kicker, Sam Tsaga-lakis. Any team which scored as little as did USC during last season should not worry about having to use an extra-point kicker more than once during the same quarter.

It was also irtmic that Fritz Crisler, who first 'started the platoon system in college football while coaching at the university of Michigan, should be a member of the committee that voted for the switch back. Seton Hall Only Undefeated Team NEW YORK OID Seton Halls powerful Pirates, boasting a true All-America candidate in skyscraping Walter Dukes, reigned today as the only major unbeaten college basketball team in the nation. It was Dukes, a 6 foot 11 inch point machine, who sparked the New Jersey quintet to that lofty ranking by firing 31 points thru the hoop and grabbing the major share of rebounds to lead a 69 to 62 conquest of Fordham, the only other surviving unbeaten, last night. i I LOS ANGELES Leading California gridiron, mentors Jess Hill and Henry (Red) Sanders agreed today abolishment of the two-platoon system in college football will benefit smaller colleges. It came somewhat as a surprise, declared Hill, coach of Southern Californias Rose Bowl champions.

He said the new ruling should make a dif ference because now the guys Ruling Too Late For Santa Clara SANTA CLARA UP) Cali fomia Catholic schools which found two platoon football too expensive and gave up the sport said today the NCAAs ban on that luxury came too late for them. None saw any hope of reviving the sport soon. Santa Clara quit last month after rolling up a $152,000 grid deficit in two years. U. of San Francisco quit a year ago and St.

Marys two years ago. The schools reactions to' the two-platoon ban: Rev. Wilfred H. Crowley, Santa Clara action has been taken and I dont believe there is any chance of a change. Possibly, if this ban had been done earlier, our decision to give up intercollegiate football would not have been made.

Rev. William J. Dunne, S. San Francisco I do not think the action of the football rules committee means that we will resume intercollegiate football rivalry, at least not in the near future. I am not convinced that the two-platoon system was the basic cause of our abandonment of the sport.

A St. Marys spokesman I do not want to speak for the college administration, but I feel confident the abolition of the two-platoon system will not have any effect on the situation here at this time. L.A. County Board Snubs Golf Offer The Los Angeles County Board of Supervisors rejected an offer to lease the 140 acre course and instructed its chief administrative officer to "get a better deal. The original proposal was for the county to lease the course for 25 years at $100,000 with an option to buy after 10 years for $1,250,000, Also included in the lease offer were 10 additional years following the initial 25 at $110,000 yearly and 15 years more at $115,000.

An alternate proposal was made by Supervisor Raymond V. Darby that study be given to developing an entirely new course around 30 acres of county-owned land at 135th Street and Van Ness Ave. County attaches reported that the cost of such an undertaking would be near $545,000.
