AFC champion vs. NFC champion, 6p.m. SAN JOSE The Central Coast Section's Board of Managers failed to approve the latest Southern Conference realignment proposals Thursday afternoon at the San Jose ELks Club. It was expected the basic leagues proposal would be rubber stamped. But, according to CCS Commissioner Larry Rice, the Board of Managers decided to put off approval of the basic leagues until the Southern Conference has a chance to form supplemental leagues in nine additional sports.

Southern Conference athletic directors will meet Monday to try to resolve the supplemental-league situation. The entire package (basic and supplemental league proposals) must then be send to the CCS office in Campbell, with the deadline for receiving it no later than Feb. 27. The matter will then go before the CCS Executive Committee either March 5 or 12. If the Southern Conference chooses to make some "minor changes" in the basic leagues proposal, it may do so.

Of course, it must be done before the Feb. 27 deadline. "The Southern Conference has a chance to run at it if they choose to," said Rice. However, it's not a suggestion or an open invitation to go back to the ground level on this thing." The basic leagues proposal was earlier approved by the Southern Conference by an overwhelming 22-5 margin. However, if some small changes are requested, it all right.

"What we really want formed are leagues the most people are happy with," said Rice. "Right now, we have a very significant majority in favor of the Southern Conference's latest proposal." There was one appeal on Thursday by Pacific Grove. Although UCSC officially owns a 2-8 overall record. Thursday night's triumph was the first win on the court. UCSC did earn a vie-' tory in its first outing of the season, but it was by forfeit when it was revealed Chapman played the game with an ineligible player. "We played two strong halves of basketball and that's encouraging," Richardson said. "It's nice to play a real team game.

The players enjoyed it a lot more, and I certainly did to." UCSC went into the game having lost eight straight and afterwards the coach admitted the "kids were really, happy. Eric Simpson (a junior) said that was the first game he'd ever won. The team has remained real positive despite all of the adversity," Richardson explained. The double-figure scoring of Weaver (19), Deignan (17), Condit 16) and Etter (111 provided the margin of victory for UCSC. By half-time, UCSC had built up a 38-26 edge.

UCSC shot 53 percent, hitting 39 of 74, while outre-bounding San Jose Bible 37-25. "This was our first game we played somebody our same size. We were still a younger team, but we just outquicked them," the coach added. UCSC returns to action tonight at 5 p.m. against Menlo at the campus' West Fieldhouse.

Saturday night UCSC hosts the Cal Basketball Club, again at 5 o'clock. Sims was, fittingly, a runaway choice. He received 53 of the 84 votes cast by a nationwide panel of sports writers and sports' broadcasters, three from each NFL city.

Joe Cribbs of the Buffalo Bills was second with 24 votes. The only other player to receive more than two votes quarterback David Woodley of the Miami Dolphins with three. Sims enabled the Lions to vault from last in National Football Conference rushing in 1979 to second in 1980, just-behind Los Angeles. DeBartolo says he could not be considered an absentee owner if he owned the Cleveland Indians.
