College Golden State at Denver, 6:30 pm New Jersey at Phoenix -Chicago at Portland Warriors, 131-108 NEW JERSEY (HI) By ED VYEDA Sentinel Sports Writer OAKLAND The Oakland Raiders' inability to put points on the scoreboard may result directly in their being no better than a wild card team in the AFC playoffs even if they win their final three regular season games. For instance: It's a two-horse race the Raiders and Chargers have gone through the first 13 weeks of the season in a dead heat, tied for the AFC Western Division at 9-4.

And, given that they both win their final games, they will need to go the the NFL tie-breaker procedure to determine playoff position and that's where Oakland's case become rather pointless. The way the NFL tie-breaker system is set up, the possibility of the teams both going 12-4 means that the tie would be decided by net points. Step five of the system is best net points in divisional games, meaning the overall point difference. Oakland has scored 167 points and given up 133 for a net figure of 34; San Diego has scored 175 and games we should have won." Guard Gene Upshaw won't throw away the club's 9-4 record, but said, "I'm disappointed in the way we got here. I felt a few weeks ago we could have gone 13-3.

The players have felt from the first day they walked into camp that they're going to prove the critics wrong. "We're not there by a long shot," Upshaw said. "We go to Denver and it will be 'Orange Sunday' or something and they'll be out to be a spoiler. And they can easily get back in it." The Broncos, though, are two games behind at 7-6 and would need to win three while the Chargers and Raiders lose three in order to make it to the playoffs. A tie with either Oakland or San Diego would mean nothing to Denver, in that it already has five divisional losses and the other two teams can have no more than three.

"We play up to the competition," Upshaw said, noting that the defensive unit has been a major force in the Raiders' success. "The team that's going to win it all is the team that wins down the stretch. It's down to three now and we've got to win three. We beat a team (Denver) we had to beat. If we lost, we would have been tied with Denver and it's a whole new situation." Giants remaining San Diego lost to Dallas, split with Denver and beat the Giants.

That sets up these possibilities: If Oakland beats Dallas and Denver, it can win the tie-breaker if San Diego loses to Seattle in between beating Washington and Pittsburgh. Why: Oakland would have a better record within the division (step 2). The Raiders, then, could go to New York with the No. 1 spot in hand. The teams can wind up winning the next three each, but the Raiders could make up the point difference in net division points at Denver on Dec.

14 (step 5). At least they'll know how much they'll have to score, as San Diego hosts Seattle the day before (Dec. 13), while the Raiders will be flying to Colorado. It's only realistic that 19 points is too much for the Raiders to make up. It could happen if they beat Denver by 30 or more and San Diego beats Seattle by 10 or less. But, Monday night the Raiders scored just one touchdown on the Broncos and the last time the Chargers beat Seattle it was 34-13. But, that is Oakland's only chance in this case, because the next tie-breaker step is net points overall and Oakland trails San Diego, 102-35, in that department. The tie-breaker steps are: (1) head-to-head games; (2) won-loss percentage in the division; (3) won-loss percentage in the conference; (4) won-loss percentage in common games; (5) best net points in division; (6) best net points overall; (7) strength of schedule; (8) net touchdowns overall; (9) coin toss.

The similarities in the respective records of the Raiders and Chargers are uncanny. The split their two games. They both play the same teams from outside the division and outside the conference. Both are 5-2 in divisional games. Oakland is 8-3 in games against AFC teams (with one to play) and San Diego is 7-3 (with two to play).

Against other common opponents, the teams having played six of the eight on the schedule, both are 4-2 with two left.
