please do not fail to see onr beautiful CLOAKS and JACKETS as also our lovely DRESS GOODS in all textures and shades repeat what I said In my address at Gras alley to which you object vir have no hesitancy in asserting that under do civilized Government under tlie suit was greater injustice ever done or a more complete despoiling of fruits of a life of honest labor ever committed against a peaceable law-abiding community than resulted from the edict of Judge Sawyer an ex-resident of this county You aho iind fault with my statement that after having paid double price for their mineral land the Government had given the miners a pulent permitting them to work by hydraulio process had allowed them to expend the earnings of a lifetime under sanction of laws made especially for the pur pose by both Bute and National legislators and then permitted a Judge of one of Us inferior Courts with one strobe of his pen to render them penniless and to deprive them of the right to make a living tho only way they knew how You plead ignorance of such an understanding with respect to the sale by the Government of its mineral land Without attempting to quote United States laws to sliow what was tho understanding of the Government when it sold its mineral lands will content myself with drawing a conclusion irom One of its puiuuis which have before me It is headed by a third of a page vignette over which is printed United Btates of In the background is the National Capitol uuildmg with cities in tne distance In the foreground is the picture of a hydraulic mine in full operation with ive monitors playing upon a hunk oi gravel In tho right foreground is long stretch of pipe line connecting with a tank reservoir and other appliances familiar to hydraulic miners while in tho center ioreground stands the American eagle with wings outstretched with Pluribut Vnum on the banner which streams from his beak as if he were the guardian angel of the industiy whose operations surround him My dear fci what do you think the poor miner who had expended his liie's earnings in developing such mineral lands thought that vignette meant when lie received it Besides in the body of the patent is clause Filth which soys in the absence of necessary legislation by Congress the LugUlulure of Calnornia may provide rules for working tho mining claim or premises hereby granted involving easeiueuts drainage and other necessary means to the complete development thereof" What did ttiis mean? You know as well as I do that both Congress and the State Legislature passed laws encouraging gravel mining and tlie Courts upneld the laws for over thiriy years An honct miner would infer from these facts that the Government had authorized him to prosecute the business of mining in the latest approved hiunner which way was pictured out on his patent granted by that Government The Government owned these mineral lands before it disposed of them to the miner and it ulso owned and still owns the rivers into which the debris from the mines will necessarily run It must oi necessity have comprehended what it was doing when it entered into this coutract with the purchasers of its mineral lauds but it permits one of its Judges of a Circuit Court if you please) to declare the contract off alter it had permitted and encouraged honest law abiding citizens to invest their all in opening mines building loug and expensive canals costly and cupacious reservoirs in erecting machinery and building cosy homes all of which are rendered worthless by the edict If that is not bad faith cruel injustice and unheard-of wrong I am no judge of human action While residents of the valleys adjoui-n tural water courses buve i-ecn ing Kill Our Mail Order Department is increasing rapidly and we are giving the utmost diligence and care to this section of our business We are open to correspond promptly with ladies in the country and to supply samples free AGENTS FOR BUTTERICK PATTERNS -114 i WL'iitymh siri'oi betuesn HH7'i ANIKD-A MTCAfToN aT'N (' h-fi 1 111 Apt ly l10 Ninth strett 7 yU an nii eriL'AMot io no ikn' "III ork by lhe dev l-h hiyhtb einel Hihhlu MNTU Hy Apply 'il wuhini aiitimtloa to do hoiimwnrk' HOSAii 1 Uf A Si UVStt ao J'H II IL I-: -V j' Kiiik Vo 4 housekvoplnir nlso double rooms HUlf)le BTItKiT-'rT KKhT-ro iKl-8 RiHilia llh baths and olosom Iin stoh floor: fin Iturs ouu 1 hail If iicsirM 8013l (527 'Mi-ieiii -nvij LAKilt id 's nr'ii-Uiil room iiiluble for Imhl lhhkellh bl4'A 7(1) Mitm-n-irNiNiiBiniiKiMi I We lo let ttilh or without boerd Hlllli 717 ggg'i -T'i Kr-NKu IY FUR III uMietl room forms taoilyrats 89J4L MUt 1(1 I' 112(1 1 Mouth upwarus bImi suites at low prtusa r'52 1 0 I (J MHFKT-A LuKNLW rooms on lower floor with a balL and hett sultaMe for three or four 1 i uth'iii terms reanouuble KU2L O' hike i-Niuirv" ii in roomi Dy the uy week or HoOiL -'DDItU ItIHLKC Ut7st-IU rooms for houHekei piiig gj-j I 1 1 ituiiii itjwi'it I'ivf 1 I I of Jour furuUusd rooms and Lath- 809U 11 LRnnu'ku Mt tNT room tuajH-rmaueutteusut cheap 81211 LM)R FURNIhflU) 8UNf 1 room reference Injmro at luiti Tsutb 81 1 il riv i i if rue TuT(Ta I fiu'Micd rooms: centrally Inflated (or utto perinam-itt uiucHs non oulr An-py at tins office HiHUi rn) U'i'LY fur ihiVd "roomT Apply user OROvLRY btuuK I I (Il-H MN HollsK rORNKR und fitrsfta flaenmento Thia house Iim tv en rebuilt newly pu pored ond ta(nu'l Inrotuhoiu Public resilm rtmiu aud bath ti oin flee to guwHis Mugle rtMMim 25 ceuU il'Mili rooms jOcutlU JHA A ULKKM AN Proprietress 7999 711t RKNfl'PLt-AHANf 'KITrSWHFO I fmiii toomsduting Fair Apily at stive IAltrvLTiOKH NHFIY Ff'UNlHHKD Toni rKinjs also other rooms (LK-MmNBUI -trteu 7J99L It hOMS! should attract attention outside I think I may safely mine this county but little attention was paid to it rirerhome It confirm the Scriptural in)e that a prophet is not without honor sure in his own country I'cmut 1 before attempting to reply to your rfJmeuisbed favor to aay that the in-Jomilable peisistency of the Anti-Debris Association has always com- uan Jed my the same loyalty to a principle pertinacity of purpose exhibited by ti lling representatives I feel certain TCry different results would have fulled the sltckens agitation I desire further to State that for the past ten wars both in the Legislature through the press and in public addresses while 1 pare been an earnest partisan for be mining side of the controversy I ljVe never harbored the least ill will towards those opposed to me but on tle contrary I number among some ol tiv most esteemed friends those who puc been most aetiveopponents I be-lwe I can assert that miners most deeply interested hold the same views I desire to state that am not interested ia hydraulio mines nor urn I a paid advocate of that industry so lat I mnv have said in the pnst was oi ly all individual opinion for which no one is reponsible but my these tilings are the pride of Californians and no matter how much tiiey may disagree in other matters they never disagree about the superiority of out State and coast over any similar reaonthe American continent All we do disagree about is the mining question Vou first question the propriety of my criticism of the United States Circuit Court on the slickens question as you fear that such criticism may engenders feeling of hostility to tiro Courts among those whose worldly prospects have been ruined by the edict of that Court It is needless for me to remind you that miners are not easily intltl-enerd to deeds of violence anil that they do not repay 1 for evil as lias teen evidenced by their long suffering md their peaceful acquiescence in having their footsteps dogged lor years ami their every action reported by spies paid by the ones who caused their downfall Heitlier does having held different public poaitiuns in my opinion necessarily debar me trom criticising the decision Court when I beiieve the results of indecision ae disastrous to a goodly portion of ttiis fair State of ours I tin free to confess that there is no divinity that hedges around the person of
