America Staff WASHINGTON The Inter-American Development Bank (IDB) has approved a $51 million loan to Haiti to help finance the second stage of a pure water supply system in the Haitian capital of Port-au-Prince It is the first IDB loan to Haiti since November of 1966 when a $3 million-plus loan to the Caribbean country was approved for the first phase of the water supply project Some sources regard the loan as the first indication of a relaxation in US aid policies toward Haiti as a result of the 1969 presidential factfinding mission by New York Gov Nelson Rockefeller All but token US aid to Haiti was suspended by the Kennedy Administration because of misappropriation of funds by the government of Haitian President-for-Life Francois Duvalier and as a protest against the brutality of the Duvalier regime Rockefeller it is believed recommended a review of the US aid policy toward Haiti and that a means be found to channel more US assistance into the impoverished country through multinational agencies March Explosion Kills Two LA PAZ Bolivia An explosive detonated in the midst of 400 demonstrating students has killed two police officers and wounded 11 other persons in the eastern Bolivian City of Santa Cruz Radio reports from Santa Cruz about 600 miles east of La Paz said the explosion occurred as demonstrators protested the deaths of a Chilean journalist and his wife in Cochabamba last week The unsolved killings of leftist journalist Elmo Catalan a member of the guerrilla National Liberation Army and his wife Jenny have touched off student demonstrations in Bailey the lawyer who helped direct a coast-to-coast air traffic controllers slowdown earlier this year resigned Friday as counsel for the 7500-man Professional Air Traffic Controllers Organization (PATCO) is with reluctance that I sever my relations with PATCO during this critical time when so much pressure is being exerted upon Bailey said The organization is trying to win recognition from the Labor Department as exclusive bargaining agent for the controllers In April job as executive director was eliminated in a reorganization designed to bring the organization into line with government regulations for employe unions BAILEY guided the controllers through a three-week long which snarled air traffic and cost the airlines millions of dollars in revenue Under a court agreement the controllers returned to work but the leaders of the slowdown face punishment by the Federal Aviation Administration including loss of jobs Observers said some controllers were dissatisfied with the advice Bailey gave and with the lack of results from the walkout BUT the controllers said job was eliminated because the government required that officers for employe organizations be elected not appointed as Bailey was In its announcement the controllers said a poll of the board of directors showed was their opinion to accept at resignation Bailey said he felt that his resignation was the
