Scholar-Philosopher Hannah Arendt, 69 Associated Press NEW YORK Hannah Arendt, a German emigre who became one of America's foremost political philosophers and scholars, died Thursday night of an apparent heart attack at her home in Manhattan. She was 69. Memorial services are tentatively scheduled at the Riverside Chapel, near Union Theological Seminary and Columbia University where she often had lectured. Three friends, William Jovanovitch, president of the Harcourt, Brace Jovanovitch publishing house, philosopher Hans Jonas and author Mary McCarthy, will offer eulogies. A childless widow, Miss Arendt was not known to have any close surviving relatives.

At the time of her death Miss Arendt was university professor of political philosophy at the New School for Social Research in Greenwich Village, a post she took up eight years ago after a period on the University of Chicago's Committee on Social Thought. MISS ARENDT was born Oct. 14, 1906, in Hanover, Germany. She earned her bachelor's degree at Konigsberg in 1924 and four years later received a doctorate of philosophy from Heidelberg University. From 1934 to 1940, during the upsurge of Nazism and subsequent outbreak of World War II, Miss Arendt served as a social worker in Paris, an activity of which she always remained proud.

Her duties AP Photo Hannah Arendt philosopher, scholar included resettlement of German and French Jewish refugees, many of them to Palestine. She came to the United States in 1941 after having met and married Heinrich Bluecher in 1940. Bluecher, an art historian at Bard College, died a few years ago. Books by Miss Arendt include "The Origins of Totalitarianism," "The Human Condition" and the highly controversial "Eichmann in Jerusalem." Blacks Ask Holiday For King By VAN VANUCH Associated Press COLUMBIA South Carolina black leaders Friday asked a House Judiciary subcommittee to approve legislation designating Jan. 15 a local state holiday to honor slain civil rights leader Martin Luther King. The state already has designated Jan. 15 as Martin Luther King Day, but not as a legal holiday, for state workers. Subcommittee chairman Rep.

G. Gordon Baker, D-Florence, said it was doubtful his panel would consider the bill anymore, but may discuss it early in January. REP. ROBERT WOODS, D- Charleston, a black lawmaker who sponsored the measure, asked the subcommittee to "report it out to the full committee. If it's going to die, let it die on the floor of the House." Woods and other black legislators have tried unsuccessfully in the past to 15 turned into state "holiday.

Isaac Williams, state field director for the "NAACP. told the subcommittee it should "offer the state's black citizens the opportunity to participate in an observance they could more adequately identify with" than some of the other holidays. He mentioned Robert E. Lee's birthday specifically. Williams said King, assassinated in Memphis in 1968, made the nation aware that the Constitution "should apply to all citizens." OTHER BLACKS appearing before the panel included Rev.

Ralph Cantey, a 'Baptist minister from Florence; Ed Francis, a representative of the state Democratic Party; Redfern II, head of a Columbiabased group called Black On Nation, and former State Law Enforcement Division Agent Albert Lawrence. Francis read a statement from state Democratic Chairman Donald L. Fowler who urged approval of the bill because King was "a man who symbolized the hopes and aspirations for the freedom of black people throughout America." Senate Seeks Dam Changes Associated Press WASHINGTON The Army Corps of Engineers has been told by a Senate committee to try to changes in the Richard B. Russell Dam project to meet objections raised by South Carolina's Gov. Jim Edwards.

The Appropriations Committee made the stipulation Thursday as it approved $6.6 million for the facility on the Savannah River at Trotters Shoals. The House already has approved that amount for the coming year, and the full Senate is expected to do so. The total cost of the dam and reservoir now under construction is budgeted at $231 million. LAST MONTH Edwards said he opposed the dam as planned. Among objections was the lack of a pump storage arrangement.

The Senate panel reminded the engineers they have said such a change was feasible and added it expected "every reasonable effort" to make the modification. The order said it "may be entirely practicable" to modify the projmeet "principal objections" Edwards raised. In related development, former Rep. W.J. Bryan Dorn has reaffirmed his support of the dam.

Dorn was one of the backers of the proposal when it was first approved in Congress. Misinterpreted, Cheerleader Says Lynn Gantt, the head cheerleader of Greenville Rose High School, said Friday a quote attributed to her in a story about Friday night's football championship in Thursday's Observer was misinterpreted. When she said, "Blue and green look icky together," she was referring only to the colors she was wearing that day and not the school colors, which are kelly green and light blue. She said the color of the clothes she was wearing did not match the school colors. TROY James Clark Morris, 81, a retired furniture employe, died Thursday.
