Shootout All right Charlotte Motor Speedway stockholders in one corner we oiler Richard Howard president and general manager and in the opposite corner Burton Smith board chairman of the race track corporation This is a continuation of a bout that began more than a year ago under wraps and which erupted into full-fledged verbal combat between the good portly country boy and former Marine Howard and ex-paratrooper and wealthy Madison Ave type Smith during the corporation's stockholders meeting Thursday The count is even but the fight over Smith won round one last year when after purchasing 25 per cent of the stock of the speedway he helped found in I960 he came charging back into the picture as board chairman Howard it would appear evened the count this week when with the election of North Carolina Motor Speedway President DeVVitt and Easley' SC businessman Ralph Ellenberg to the board he regained control by a scant 4-3 margin though officers be elected for 30 days The power struggle consumed nearly 10 hours Charges and counter charges of mismanagement investigations law suits and dividends that have been simmering for months erupted in elevated blood pressures and hot tempers What it boils down to is a personal conirontation between Howard who has successiuily guided the speedway corporation from rocks to liches during the past 11 years and Smith the man who started it all and returned to find he like the way now being run Each Other BASICALLY Howard who came to meeting with his letter of resignation in his pocket yet hoping he would not have to tend it charges that Smith wants to make the speedway the Indianapolis of stock car racing without regard for expenditures or people Smith on the other hand charges that the corporation has become too much Richard and not enough the stockholder that it is progressing loo slowly and that the general manager needs to be replaced Smith who has made millions in the automobile and insurance business since he and Curtis Turner founded the track and it plunged into bankruptcy shortly thereafter has insisted he has no desire to operate the track personally but that like to see it in the hands of more competent people Howard says Smith has attempted to clean house by conducting investigations at speedway expensc to Miow that the otficers and personnel were crooks Both ligures are accused ot double-crossing the
