bears some blame but certain former decisionmakers City Councils certainly share in that" But Councilman Doug Pope said Friday that any blame rests squarely on the shoulders of staff He said there was a failure to act quickly on the council's decison to develop a waste-to-energy plant The staff will recommend Tuesday that the city continue negotiations on the plant with the Sacramento Municipal Utility District which would build the plant and use it to turn city garbage into electricity They also will recommend that the city begin work to put a landfill said Varozza said he does not necessary ily agree with Wisham that council members were not kept informed- kept putting it in every report that we were going to run out of room (at the existing he-said it come home to By 1983 meantime it appeared tenacity officials that enthusK rt asm for the project was waning 3 They were told by SMUD staff members that the utility district wanted to wait until after November' to make a decision on the plant'--because they feared a proposed tax-': limiting initiative could also limit- -u the ability to raise rates looked feasible to us going with-KW i SMUD Then they kind of dropped- 1 it" Varozza said Now SMUD board member John -Kehoe is voicing his support of the plant and Wisham said he is confi dent the full board will agree soon to design it I But Sacramento and SMUD yet to agree on how much the utility district would charge the city for- v)t-burning its trash And staff estimate that even with immediate board approval designing and build- ing the plant could take four years Council members Tuesday will-have to decide what to do with city trash in the meantime i They must act on that day in orddrV to meet permit deadlines for panding the existing landfill before' it is full in January staff members said on the proposed plant site east of Power Inn Road and north of 14th Avenue in case the SMUD plant does not materialize has taken them over two years just to come back with a report on that said Pope who was elected in 1977 council has not avoided it The council has been pushing to get the report public works department has been studying ways to dispose of future waste since 1977 Studies completed in 1980 and 1982 found that the best short-range way to dispose of the garbage was to expand the existing landfill at 28th and Streets The city then embarked on the lengthy permit process needed for that expansion Also in 1982 the city was approached by SCA Services Inc a Boston-based waste removal corporation that offered to build a waste-to-energy facility with the city But negotiations with SCA stalled after publicity about suspicions that the firm had ties to organized crime The charge was vehemently denied by SCA officials at the time whole atmosphere was rife with accusations about compliance and non-compliance and connections to organized Wisham said Then attorneys advised the city to choose a private plant operator through a competitive bidding process recalled John Varozza who recently retired as city public works director creates a lengthy process in Varozza said So when SMUD was willing to consider building a plant to help them provide electricity city officials agreed to stop looking for a private company to do the job he Ill landfill would put the dump no more than 300 feet closer to River Park homes Regardless of whether the council votes to expand the landfill or haul the trash elsewhere in the short term staff members are recommending the city start working now to find long-term room for the 550 tons of waste generated by residents every day The 215-acre gravel pit site east of Power Inn Road and north of 14th Avenue could be ready as a landfill within two years Wisham said The city will need a landfill there anyway even if SMUD agrees to build a waste-to-energy facility on the site because it must bury ash and materials that cannot be burned he said Wisham said preparing to operate a new conventional landfill will protect the city if plans for the plant fall through He said that site would last 25 years if no plant is built The plant which would burn about 85 percent of the garbage would lengthen the life by at least an additional 10 years he said Wisham said he would approach members of the SMUD board Tuesday to ask them to begin obtaining permits and designing the plant a process that would take two years The plant would not open before July 1988 and the city and SMUD have yet to agree on how much Sacramento would pay for the burning service staff members said For landfill space City staff members began computing the cost of hauling garbage to Sacramento landfill after River Park residents recently demanded that the city landfill be closed Assistant City Finance Director Bob Leland said Friday that it would cost the city $191 million to haul the trash for three years And unlike landfill expansion the yearly cost of equipment and manpower to do the job would have to be paid in cash he said By comparison expanding the landfill by 35 acres would cost $85 million if financed over 10 years Leland said To cover the cost of hauling a city resident with two cans and curbside service would see his monthly garbage charge rise from $745 to $1 139 Leland said Cost of that service rose from $690 to $745 when City Council members enacted an 8 percent increase this month One-can curbside service which rose to $550 from $510 this month would cost $842 under the trucking plan staff said But River Park residents are still hoping council members will not put the dump closer to their homes Although they acknowledge that they are worried about their own property values they say all of image could be at stake going to be abutting the said Tim Nye who moved to River Park after council members had already decided to expand the dump He plans to oppose the expansion Tuesday when the council must officially vote to change the use of the land trying to
