Committe Chairmen Named and Chart Drives for 1963. More than 100 members of the Kansas City Area Boy Scout council met yesterday afternoon in the Board of Education building to chart membership and fund drives for 1963. The meeting also briefed new council members on their duties and planned Scouting Week observances, February 7 to 13. Every position in Scouting is a key position, A. H.

Cromb, council president, said in an opening session. The assembly splintered into 11 committee meetings. Committee chairmen: Activities, M. E. Neuberger; advancement, W.

Bryant Upjohn; camping, Dudley Grimm; commissioners, Art Reppert; district chairmen committee, Jim Steph-ens; district finance service, Ben Alton; finance division, Harry Stover; health and safety, John Pierson, leadership training, Glenn Penhallegan; organization and extension, Stanley Cox, and public relations, Don Landes. A membership drive will aim for 28,629 boys active in Scouting, compared with 27,249 last year. Plans also include 62 new units for a total of 824. The advancement committee reported it expects 16,118 advancements in rank during the year. Activities will include an emphasized health and safety program and a community emergency service for Explorer Scouts.

The camping committee said more than 7,000 boys are ex pected to attend summer camp Operation Patrick Henry will train Explorers to speak before civic and service clubs in con nection with Scouting Week, February 7 to 13. FLEE FRATERNITY HOUSE. Pi Lambda Phi Unit Burns at Oklahoma University. Norman, Okla. (AP) Fire destroyed the Pi Lambda Phi fraternity house yesterday at the University of Oklahoma but the 58 residents fled to safety.

Dr. George L. Cross, university president, estimated damage at $250,000. He said the ultra-modern, 2-story Jewish fraternity house was completely leveled. Firemen said all the students personal belongings were destroyed by the fire which apparently started in electrical wiring.

The 6-year old building, located south of the main university campus, resembled the Star of David when viewed from above. THREE ARE CHARGED Couple and Assistant Are Released on Bond at High Ridge. High Ridge, Mo. (AP) An alleged abortion ring, which was thought to have performed over 200 abortions during the last two years, has been smashed on the outskirts of High Ridge, Jefferson County officials report.

Henry Graf, deputy sheriff, said sheriffs officials, the Missouri Highway patrol and local police raided the home of Frank Miller, 60, and his wife, Mrs. Sophia Miller, 58, and confiscated sugical instruments, drugs and medical supplies. He said the couple was arrested with Herman Henry, 38, of St. Louis, a handyman employed by the Millers. Warrants were issued by a magistrate court charging the three with performing abortion.

-They were released on $3,000 bond each. A preliminary hearing was set for January 24. Brunson Hollingsworth, prosecuting attorney, of Jefferson County said Mrs. Miller admitted performing more than 200 abortions during the last two years. Lt.

V. E. Maxey of the highway patrol, who led the raid, said the second floor of the house was equipped as a hospital. Raiding officers said they found books showing the names of more than 200 women who they described as clients of the abortion ring. BUILDING IS FLOODED.

-Sprinkler System Soaks a 4-Story Structure. Wichita (AP) A big, vacant 4-story office building in downtown Wichita was flooded yesterday by water from the fire sprinkler system on the top floor. Water was chest deep in the basement and was squirting out around the doors by the time it was discovered. When the front door was opened a stream poured into the street. The temperature was 18 degrees, and water trickling from around windows formed icicles on the walls.

A snowdrift in front of the building was frozen solid. Water was so deep in the basement firemen were unable to reach the shut-off valve in the boiler room. The street had been resurfaced, covering a manhole that gave access to a valve in the water main, so workmen had to search through the pavement to find the manhole before the water could be shut off. The building formerly contained the Boeing aircraft firms offices. It wasnt determined immediately what caused the sprinkler system to release the water.

BRIDE FOR DAVIS, JR. Louisiana Governors Son Will Marry Student, 17. Baton Rouge, La. (AP) Mr. and Mrs.

James R. Cotten have announced the engagement of their daughter, Betty Loretta, 17, to Jimmie H. Davis, jr. Davis, 18, is the adopted son of Gov. and Mrs.

Davis. The marriage will be solemnized Saturday at the First Methodist church here. Miss Cotten is a junior at Istrouma high school and plans to remain in school. The governors son is a high school stu-dent. He plans to enter the Army soon.

CUT POWER IN BRITAIN. -Work-To-Rule Move by Union Adds to Misery. () 1963. New York Times News Service 1 London A work slowdown in many of Britains electric power stations continued last night to add misery to one of the worst winters in the nations memory. The work-to-rule campaign, Initiated by shop stewards, cut power in many areas for hours and made electric heaters glow inadequately as Britain endured her 18th day of below freezing "temperatures.

HARRY CHRISTI AN, SR. Mrs. Pearl G. Christian, 63, Drexel in Cass County, died Sunday at the home. She was born in St.

Joseph, and formerly lived in Kansas City about 16 years. She was a member of Our Lady of Lourdes Catholic church in Harrisonville. Surviving are her husband, Harry Christian of the home; a daughter, Mrs. Mary Franzen, 7640 Lowell, Overland Park; four sons, William Christian, 7730 Aberdeen, Prairie Village; Harry Christian, Richmond, George E. Christian, LaMesa, and Kenneth Christian, Junction City, three brothers.

Jack McBride, Ed McBride and James McBride, all of Kansas City; four sisters, Mrs. Mona Knox and Mrs. Grace Hicks, both of Kansas City; Mrs. Ruth Bowen and Mrs. Eva Pioch, both of St.

DELLEA. Mrs. Tida L. Dellea, 81, Miami Beach, died Saturday at the home. She was bom in Kiowa, and lived in Kansas City about 30 years.

Surviving are two sisters, Mrs. Nellie B. Cooper, Miami Beach, and Mrs. Grace B. DeHaven, Miami, and two brothers, Dana V.

Bidwell, 5533 Michigan, and Jesse Bidwell, Alhambra, Calif. MARTIN HOULIHAN. Word has been received here of the death of Martin J. Houlihan, formerly of Kansas City, on December 12 in Ballyduff, County Kerry, Ireland. He was a clerk for the Santa Fe railway 39 years, and retired three years ago.

He returned last November to his birthplace in Ireland after living here 50 years. Mr. Houlihan was a veteran of World War I. He was a member of St. Michaels Catholic church and its Holy Name society here.

Surviving are his wife, Martha H. Houlihan of the home; four brothers, William Houlihan and Michael Houlihan, Boston; James Houlihan, Ballyduff, and Jeremiah Houlihan, Dublin, and a cister, Mrs. John Guerin, Bally-duff. Services and burial were held in Ballyduff. RICHARD ALLeTI LEDER.

Richard Allen Leder, 18, of 4909 West Sixty-ninth, Prairie Village, died of leukemia yesterday after a 9-month illness. Leder was a graduate of Shawnee-Mission East high school and a student at the University of Kansas City. He was an eagle Scout. Surviving are his parents, Mr. and Mrs.

Richard E. Leder of the home, and the paternal grandparents, Mr. and Mrs. Frank Leder, Big Springs, Neb. Services will be held at 1:30 oclock Tuesday at the Newcomer chapel.

Elmer Ray Martin, 45, of 4415 East Fifty-third terrace, died unexpectedly Saturday at the home.

He was born in Kapsas City and lived here most of his life. He was an automobile mechanic and a World War II Army veteran. Surviving are his wife, Mrs. Juanita Martin; two sons, Thomas Ray Martin and John Michael Martin, and a daughter. Miss Deborah Lynn Martin, all of 5518 Hardesty; his mother, Mrs.

Ida Stillwagon, and two brothers, Lloyd Martin and George Martin, all of 2045 Spruce; four sisters, Mrs. Lillie Deshazer, Lakewood, Mrs. Eva Shirk, 8326 Wilson; Mrs. Pearl Sinnard, 15610 T. C.

Friends may call at the chapel after 6 oclock Tuesday night. JAMES WOOD MURRAY. James Wood Murray, 87, of 5031 Crysler, Independence, died yesterday at Doctors hospital. He suffered a broken hip in a fall last Wednesday. He was born in Columbus, and was retired: after being in the laundry service in Kansas City more than 60 years.

Surviving are his wife, Mrs. Elsie L. Murray of the home; a daughter, Mrs. Helen Miller, 5729 Lane, Raytown; two sons, Donald R. Murray of the home and Kenneth C.

Murray, St. Louis; six grandchildren and four greatgrandchildren. Services will be held at 10:30 Tuesday at the Fegert chapel in Raytown; burial in Floral Hills cemetery. FRANK M. PRICE.

Frank M. Price, 85, Smithville, died Saturday at-Smithville Community hospital. He was born in Platte County, Missouri, and lived in Platte and Clay Counties all his life. He was a retired farmer and a member of the Smithville Christian church. Surviving are his wife, Mrs.

Alice Price of the home; a son, Francis Price: two daughters, Mrs. Gladys Ralston and Mrs. Velma (Peggy) Porter, and a brother, Thomas Price, all of Smithville; two grandchildren and four great-grandchildren. Services will be held at 2 oclock today at the McComas chapel, Smithville; burial in the Odd Fellows cemetery. MRS.

LUCY D. RANSLOW. Mrs. Lucy D. Ranslow, 76, of 814 East Forty-third, died yesterday at a nursing home at 401 East Thirty-sixth.

She was bom in Loveland, and lived here about 50 years. Mrs. Ranslow was a member of the Salvation Army No. 1 Corps and was known as Aunt Lucy through her work there. She was also a member of the Golden Age club.

Surviving are a foster daughter, Mrs. Mabie Welsch, 812 East Forty-third; a foster son, Harry Rimer, La Puente, a brother, Grover Broomfield, Denver, and two foster granddaughters. ira leer6wan, SR. Ira L. Rowan, 76.

of Richmond, died Saturday at the Ray County hospital at Richmond. He was born in Ray County. He was a retired farmer and a member of the Dockery Methodist church near Richmond. Surviving are his wife, Mrs. Suan E.

Services will be held at 2:30 oclock today at the Grace Church On The Hill, an Episcopal church in Toronto, Canada, for Mrs. Alan Skaith, 52, former newspaper columnist and radio panelist. Mrs. Skaith, formerly of Kan sas City, was injured fatally Saturday in a motor car acci dent on the New York State thruway. Also killed in the accident was Mrs.

Margaret Ben son, 40, a secretary. Rail Pierces Car. Police said the car ran the thruway, skidded on ice, hit a guard rail and ran into a ditch. Police said the rail pierced the car. Mrs.

Skaith, known in the Toronto area as Dofy Skaith, was a panel member in 1956-60 on the Canadian Broadcasting companys Court of Opinion radio show. She also was a columnist and artist for the Toronto Globe and Mail in 1946-48 and once was a commercial artist with Disney Enterprises. Mrs. Skaith was married in 1935 to Toronto stock broker Alan Skaith. and was prominent in Junior League activities in Toronto.

Active in Red Cross. During World War II she served as a company commander in the Red Cross transport section and was master of ceremonies on a weekly show for the troops. She became a free-lance writer and returned to the Globe and Mail briefly in 1957 with Sketch Paid in Europe, a column of her cartoons and writ-ten impressions. Last year she was a TV show panelist in Toronto. Survivors include her husband, a son and a daughter, all of Canada, and her mother, Mrs.

Virgil Jesse (Petei Burton, 61, of 3001 Chelsea, died yesterday at the Veterans hospital after a long illness. He was born in Lock Springs, and came here in 1942. He was a machinist for the Witte Engine Works division of the United States Steel corporation. Mr. Burton was a member of the United Steel Workers of America union local 4238 and a World War II Army veteran.

Surviving are his wife, Mrs. Helen P. Burton of the home; two stepsons, Gerald Strever, 206 West Thirty-fourth. and Garry Strever, Quan-tico, two brothers, Venue Burton. 5432 East Twenty-ninth, id Lomie Burton, 4000 Lawndale, and two sisters, Mrs.

Mabel Brookshier. 4005 East One Hundred Nineteenth, and Mrs. Mary Smith. Gallatin, Mo. Services will be hela at 2 oclock Tuesday at the Mellody-McGillev-Eylar chapel, Lin wood and Woodland; burial in Salem cemetery.

MRS. CLAUD A. CARR. Mrs. Eva Belle Carr, 81, of 5815 Webster, Kansas City, Kansas, died yesterday at the home.

She was born in Norborne, Mo. She lived for the last six jnonths in i -1 nAT.
