THE KANSAS CITY TIMES. MONDAY. OCTOBER 31. 1960. LONG STAY FOR U.

N. IN CONGO EXPECTED An A. P. Correspondent Tells Editors of Need for Education. MOST BLAME ON BELGIANS Prete Club Audience Told Congolese Should Have Been Prepared.

The United Nations will have to remain in the Congo for a considerable time while Congolese are being trained to operate the country, a veteran Associated Press foreign correspondent said last night. Lynn Heinzerling, who has recently returned from the Congo, spoke at the opening session of the annual fall meeting of the Kansas-Missouri Associated Press editors and publishers at the Hotel Mueh- lebach. Nearly 200 editors and guests attended the dinner sponsored by the Kansas City Press club. Education Abroad Seen. "The U.

N. is going to have to stay there a long Heinzerling said. "A crash program of education abroad for Congolese is needed, and this can not be done "The V. N. Is going to have to stay to keep the country stable and get the government and the economy The extended crisis was caused at least in part by t.he failure of Belgium to prepare the country for independence, Heinzerling said.

He said there are only 16 Congolese college graduates in the country of 14 million persons. Schools Were Rare. "Education above the grammar school level was almost he said. "The Belgians send natives to Europe for study as the English and French did, which developed young people in the image of the European country. "The Belgians do this, and I explain why.

They appeared to miss all the signs of nationalism, or rather the desire for independence and Col. Joseph Mobutu, who took over control of the Congolese army, was a sincere idealist who desired to isolate the competition between President Joseph Kasavubu and Premier Patrice Lumumba so the country could return to a normal state, Heinzerling said. He described Kasavubu as an honest man, but not very able. Before becoming president, Kasavubu was a government finance clerk. However, he is a tribal chief and has the respect and following of his tribe.

Lumumba was described as being very active and very will do one thing one day and deny it the next. Heinzerling said Lumumba had had outside contact with Belgian Communists, has visited East Germany and had Communists on his staff. Blame for Disorder. "Many think Lumumba de liberately encouraged the dis order in July to get the Bel gians out of the Heinzerling said. "He openly admitted the Congolese cannot run the country, but he wanted to get the Belgians out and the Russftins in.

"The U. I think, has done an excellent job. From the moment the first troops arrived, you could feel the tension relaxing. If the U. N.

had not arrived so quickly, the Russians probably would be implanted by Also cited for a fine job the United States Air Force. Heinzerling said it did a mag nificient job of flying in troops and setting up communica tions, despite a lack of co-operation from some countries Tribal Loyalty Divisive. Because there are triba loyalties instead of nationa loyalties in the Congo anc other African states, there seems to be little prospect of effective African unity. An example, he said, is the Congolese army, divided by tribal and political loyalties. It needs stiff army training to eliminate the various levels of influence and become an effective fighting force, he said.

Asked about the possibility of another Congo situation, Heinzerling said there will be more trouble in Africa. He said African countries will be in the news for the next 50 years, especially below the equator, where there are more white people and racial relations are bad. The meeting will continue today at the hotel. The news photography contest also is to be judged today. 8ave 5 cents a line per dav by ordering your Star Want Ads for or more consecutive days.

2Se. Subject for Advanced Course. SUMWIT AWUNE tt strtKt oiimtd I The Argentine Heights urban renewal plan in Kansas City, Kansas, served as a project for an advanced course in subdivision design at Louisiana State university. When the class wanted an actual problem to work on, the Kansas City, Kansas, project was selected. The renewal agency furnished topographical maps and aerial photographs of the rugged area selected as the site for 96 homes and 425 apartment units.

Working from this data, but otherwise independent of the renewal planners, the students made their own site development plans. The best five were sent to the Kansas City, Kansas, agency for comment. Agency planners, while favorably impressed, did not incorporate any of the features in their own plan. The principal drawbacks to the student plans, agency planners said, was lack of consideration of the cost factor and insufficient allowance for topographical features. A copy of the site plan is be ing returned with the student plans.
