received and accepted an application by Nehemiah to participate However Schmertz said he was advised by Neblolo that the participation In the Games by resident foreign athletes who would risk their amateur status by participat ing at an event with Nehemiah precluded him from competing The USOC decision was contrary to a prior ruling of the IAAF council that Nehemiah a wide receiver for the San Francisco 49ers of the National Football League could not compete in amateur track meets Schmertz said Neblolo told him that the IAAF had requested confirmation from all its members of his rulings that: "One if one or more foreign athletes compete in an invitational meet that meet Is an International meet under IAAF rules and two foreign athletes residing in the US who compete for American clubs or colleges are considered to be foreign athletes and therefore compete under the jurisdiction of IAAF rules" Therefore Schmertz said that while the Millrose Games supported Nehemiah in his bid
