baffled and along with millions of view- ers thought it an important victory for the Humphrey forces Instead it was the beginning of their doom The whole scenario had been planned in advance by the McGovern high command Stearns campaign directors Gary Hart and Frank Mankiewicz Utah national committeewoman Jean Westwood Sen Abraham Ribicoff of Connecticut Gov Pat Lucey of Wisconsin and Anne Wexler an expert on convention procedure By SAUL FRIEDMAN Observer Convention Bureau MIAMI BEACH George McGovern and his kids can have their fun on the primary trail the old pros said But convention politics is our kind of ball game and that 's where we'll eat 'em alive For a time it looked as if the old pros were right The forces of organized labor and the stop-McGovern movement humiliated their young adversaries when they got them in the meeting rooms of the credentials committee They stripped McGovern of nearly 200 delegate votes including 151 from California When their anger gloom and embarrassment subsided McGovern's young lions had learned their lesson They planned not to make the same mistakes twice And when they wrapped up the presidential nomination of George McGovern early Tuesday they had punished the toughest political professionals at their own game and with their own methods manipulation surprise and tight discipline For the first time in recent convention politicking veteran regulars of labor and the Democratic party most of whom have been operating in meeting halls for more than 30 years were out-maneuvered out-counted out-stalled and out-fought For the first time too bleeding heart liberals academicians and peacenik idealists laid factionalism and lofty principles aside to play tough politics It was all done from a trailer parked outside convention hall under the command of a 27-year-old chain-smoking Rh odes scholar named Rick Stearns His moment of triumph came in the first hour of Tuesday when the Pennsylvania delegation cast its votes to give McGovern 1559 ballots 50 more than the absolute majority The Pennsylvania delegation though heavy with McGovern votes was dominated by labor and led by an old-line backer of Hubert
