S. ANN While the curbing is being built on i East Ninth avenue, ib would be more satisfactory to a part of the property owners if the guttering was put in at the same time. A number of the property owners have already contracted with Mr. Benson to build the guttering, and judgiDg from what we hear, others will do likewise. Several parties who live on this street have asked the Free Press to urge the building of the two at the same time, but as we do not live on the aforesaid street we feel a little hesitancy in urging the people to do it unless they feel disposed to do so.

What work is done there, will have to be paid for by the property owners and not by the city as a whole, and it Is therefore not the Intention of the Free Press into" any one's private affairs. Those who have talked to us about building both at the same time, set forth mighty good argument. They say, first, that it will improve the looks of the streat and enhance the value of property. Second, by building both at the same time, it will make the work uniform. Third, it is only a matter of a short time until that street will have to be graded and macadamized, and then curbing will be absolutely necessary.

Fourth, the council can order in guttering at any time with the consent of a majority of the property owners, and from the reports brought to us it seems now as though a majority were in favor of it.
