Oklalsi St. Louis, September 21. At a mrat-ine of citizens to lie held to-niifl-t to dis cuss the subject of ojiening Oklahoma to settlement, a report will be read, by the committee apts-iinted some time since to formulate the opinion on the statute of the lauds of the territory. The committee consisted of Judge John M.

Koutn and James O. Broadbead, prominent lawyers of this city, and Jno. F. Phillips, present metnlier of Congress from the Seventh district of this state, who is also a promint lawyer. The Post-Dispatch this evening will publish a synopsis of this reHirt, which, after a lengthy and elaliorate review of the whole question, reaches the conclusion that the Oklahoma is public laml, and canes within the provisions of the preemption and homestead laws.

It also advises the establishment of a U. S. district court and jHiblic houses in the territory. St. Louis, September 2L The Oklahoma meeting to-night was well attended, and quite a numUr of influential citizens were present.

Juuge John Jvruin read the report or committee, hich was adopted. John F. PhilliiM also spoke, contend ing that the people have the undoubted right to settle on ceded lands in tlie Indian territory. Judge John H. Terry favored the opening to settlement of the ceded lands.

He alsooffered resolutions.that were adopted, expressing the belief that these lands are subject to white settlement; that the o-iening to civilization is a matter of interest to the whole country; that our representatives in congress from this state be instructed to use their liest endeavors to secure such legislation as will result in ojiening the Indian Territory, and make the lands subject to the homestead and pre-emption laws, and provides for the appointment of a committee to confer with Captain Payne as to Uie most effective mode of securing the object in view, Major Bloss, of Kansas City, who is connected with the enterprise, said they intend to plant a colony of 5,000 men oil Uie ceded lands within three months, and said no president's proclamation tan keep them out. A committee consisting of Jndge Terry, Judge Kruin, N. C. Hudson, J. W.
