Serious condition NEDILKA'S Redondo man shot 0 iO -a Police shot a 30-year-old Redondo Beach man at close range Monday night after he reportedly came to his front door waving a handgun. Buford Young, shot once in the chest by officer Tom Hyde, is in serious condition at South Bay Hospital, Redondo Beach. Hyde and officer Jack Hoban went to Youngs home at 2117 Carnegie Lane just before 11 p.m. to check on a disturbance of the peace report. The man reportedly opened the door pointing a pellet gun at the officers.

Without any exchange of words, Hyde drew his service revolver and fired one shot. Young apparently thought his ex-girlfriend had come to the house to harrass him and another woman. He told the woman he was going to scare the former girlfriend away with the gun, officers said. He apparently was unaware police had come to his home, investigators said. Young was booked on suspicion of assault with a deadly weapon.

While some 100,000 elderly persons could qualify for the exemption, fewer than 8,000 have so far, Fern Jellison, general manager of the citys Bureau of Consumer Affairs, said Monday. To qualify for the exemption which is designed to reduce the tax burden on older persons living on fixed incomes, applications for relief must be filed by May 1 A city ordinance exempting eligible elderly residents of Los Angeles from the tax becomes effective July 1. That measure lifts the 5 per cent utility users tax on telephone, gas and electricity bills. Eligibility for the tax relief is limited to persons 62 years of age or older living with families with an annual income of less than $7,500 a year. The project includes widening El Segundo Boulevard to six lanes, increasing to eight lanes at Aviation Boulevard. Also, the median on El Segundo east of Douglas Street will be removed and a bridge between the railroad tracks and roadway at Aviation and El Segundo Boulevards will be constructed. Bids on the contract were opened March 18. The low bid was $1.1 million.

Costs will be shared by the city, contributing $254,850, the Atchison, Topeka and Santa Fe Railway Company, state grade separation funds and federal highway funds.
