state taking the initiative "The federal government should provide 50 percent of the funding though and my first legislation in Congress will be a bill to do that" He was echoed by the conservation district's Chapin who noted "I feel the federal government should participate because it's part of the problems They're caused by both state and federal projects" The more extensive facilities perhaps involving extensions of aqueducts from the north are to be completed by October 1984 under terms of a water rights decision of the State Water Resources Control Board The board grants permits for new water See MARSH Page B3 Officials said that a contract was signed Monday by Chapin and the Departments of Fish and Game and Water Resources spelling out the responsibilities of each in pumping more fresh water into the marsh from nearby sloughs At the same time Congressman elect Vic Fazio said the first legislation he will introduce in Congress will be designed to get 50 percent federal participation in the project and any future ones DWR director Ronald Robie said the work will include dredging and improvements on Roaring River Slough on the northeast side of the marsh and on Goodyear Slough on the northwest side Eventually he said even more extensive facilities will be built to extend improved water quality throughout the marsh which is on the north side of Suisun Bay A study unit involving the DWR Fish and Game the resources district and three federal agencies is now developing this marsh management plan Robie said The Roaring River unit will carry water from Montezuma Slough near Collinsville westward The water will be used to seasonally flood VanSickle Wheeler Dutton and Simmons islands to replace saltier water now diverted from Honker and Grizzly bays The Goodyear Slough unit will carry water eastward through the Morrow Island Ditch to flood Morrow Island and replace water now diverted from Grizzly Bay An outflow channel will be built at the south end of the slough to improve water circulation and eliminate occasional heavy salt concentrations like those in the drought year of 1977 A contraction contract is scheduled to be awarded in February and facilities are to be in operation next October and completed in 1980 Initial funding will be made through State Water Project which comes from 31 agencies contracting with the state for water Fazio who as a California legislator introduced bills aimed at protecting the marsh said he was pleased to see migrating waterfowl Dan Chapin executive director of the Suisun Resource Conservation District said at a news conference that last season there was only 10 percent of the normal production of feed in the marsh "The damage has already been done" he said "but I am pleased with the change in attitudes among members of this administration toward environmental matters This project represents only 10 percent of the marsh area so it is only the first step in overall mitigation of the damage" The district has been working for 15 years to get improvements in the marsh's water quality By KEN PAYTON Bee Staff Writer A $39 million state project aimed at protecting the water quality and wildlife habitat in the Suisun Marsh So lano County was announced Tuesday by California Resources Agency officials Officials said the project is needed because operation of the State Water Project and
