proposes to adopt regulations in Division 7 of Title 14 of the California Administrative Code, Chapter 6, to be numbered Sections 18400 et. seq. The proposed regulations will set forth a Conflict of Interest Code, as required by the Political Reform Act of 1974, for the State Solid Waste Management Board. The proposed Conflict of Interest Code lists designated positions of the State Solid Waste Management Board. Employees in designated positions make or participate in making decisions which may have, a material effect on financial terests.

Board members and employees who fill these positions are termed "designated Each designated employee is required to file a statement disclosing certain financial interests as specified in the Code, and to refrain, from participating in or making governmental decisions which may affect said financial interests. A copy of the proposed regulations may be obtained by writing to the State Solid Waste Management Board, 1709 Eleventh Street, Sacramento, California 95814. Notice is also given that any person may present statements or arguments orally or in wirting relevant to the proposed action. Friday at Sutter Cemetery. Pelfrey, a native of Decatur, died Tuesday in a Yuba City convelescent hospital, following a long illness. Pelfrey lived for 23 years in Wheatland at the Bear River Hop Farm before beginning work 15 years ago at the Sierra Spring Water Company in Yuba City. No May Day Parade BERLIN (UPI) East Germany this year, for the first time, will not hold a May Day parade, the official newspaper Neues Deutschland said Tuesday.

The newspaper said the traditional military parade will be held instead on Oct. 7, the anniversary of the founding of the East German state. Last year, East Germany was the only East bloc country still to celebrate May 1 with a fullfledged military parade. The parade was held in the center of East Berlin and featured tanks: and rockets.
