health department creates an entirely new department of alcoholism and drug abuse with far more employees and more power Dr Mondanaro as head of the old substance abuse division could logically have been expected to be appointed the new department director However there is wide speculation that Obledo is interested in seeing Dr Xavier Mena a former US Labor Department official on loan to Obledo's agency for the past year as the department director The firing of Dr Mondanaro is seen as clearing the way for Dr Mena to be appointed known to have asked that she be kept on in her position because they thought highly of her work Neither of the two men will comment on the situation Proctmier said he does not comment on personnel matters and Dr Lackner issued a terse statement the day she was fired saying he highly valued her work Eventually the situation was taken to Gov Brown who was appalled by the tone of the letter and is also said to have been worried that her lifestyle would adversely affect his own political situation Dr Mondanaro is a lesbian and Brown reportedly was worried that it could become an issue for anti-homosexual crusader Anita Bryant and Republican Sen John Against Corruption today following a massive march By JOHN BERTHELSEN Bee Staff Writer Dr Josette Escamilla-Mondanaro dismissed Tuesday as one of the top women officials in the Department of Health consistently received outstanding performance ratings virtually until the day she was fired For instance on June 26 Dr Mondanaro was rated outstanding in nine out of nine categories on her job performance by Chief Deputy Director Raymond Procunier "This is a rare rating from me but you deserve it in every respect" Procunier wrote on her performance report for probationary employees "It is a pleasure working with you" Under that comment State Health Director Jerome Lackner wrote: "I wholeheartedly concur" Dr Mondanaro was fired Tuesday from her position as deputy director for the division of substance abuse for writing an angry and obscene letter to Dr Judianne Densen-Gerber of the Odyssey Institute of New York on June 24 She was terminated one day before her one-year probationary period as a civil service employee was up The letter was taken from Dr Mondanaro's files months ago At that time it was shown to The Bee but no story was written because the letter even though it was on state stationery was deemed a personal communication between the two women It is unknown how long it was in the hands of health and welfare agency officials before it eventually was shown to Gov Brown last week However the letter became a factor in the developing power struggle between health department officials and those of the health and welfare agency which oversees the department Agency Secretary Mario Obledo says he had no part in Dr Mondanaro's firing He says he was almost unaware that there was a feud going on between Dr Mondanaro and Henry Collins an Ob ledo ally whom Dr Mondanaro blocked from working in her department But other sources say Obledo was angered at the woman who as head of the substance abuse department oversees most of California's drug rehabilitation It will be one of Sacramento's tallest buildings By RICHARD RODDA Special To The Bee RICHMOND Little by little the passenger train is making a comeback in California It was helped along today by the dedication of the new Amtrak-BART station here Gov Brown and officials of Amtrak and BART participated in the event marking the opening of a facility linking main line Amtrak trains with rapid transit lines serving Alameda Contra Costa and San Francisco counties Later in the day two additional services for rail passengers were to be dedicated In Stockton brief ceremonies were planned for the inauguration of a new bus service providing a connection to Amtrak's "San Joaquin" for Sacramento and Lodi passengers The final event is the dedication of a station in Madera which will be served by the San Joaquin on a daily basis starting Sunday The state Department of Transportation (Caltrans) played a major role in funding the new services Federal funding through Amtrak on a matching basis also was provided The Richmond station is expected to be a busy place for the arrivals and departures of six daily trains It offers a convenient connection for BART trains serving Berkeley Oakland San Leandro Hayward Fremont San Francisco and Daly City Amtrak officials predict its trains will benefit from this service Trains using the station are: southbotmd Coast Starlight 7:14 am to San Jose Santa Barbara and Los Angeles southbound San Joaquin 9:45 am to Stockton Fresno and Bakersfield westbound San Francisco Zephyr 1:48 pm from Chicago Reno and Sacramento eastbound Zephyr 2:06 pm to Sacramento Reno and Chicago northbound San Joaquin 5:39 pm from Bakersfield to Oakland and San Francisco northbound Coast Starlight 9:16 pm to Davis Portland and Seattle Amtrak has authorized an additional train the Sacramentan which will stop at Richmond daily to and from Sacramento and San Francisco This service is expected to start in a few weeks pending final negotiations between Amtrak Cal Trans and the Southern Pacific All Amtrak trains in California are operated on SP and Santa Fe tracks The new bus connecting with the southbound San Joaquin will leave the Amtrak station in Sacramento at 10 lam returning at 5:15 pm after a layover in Stockton for the northbound San Joaquin The San Joaquin serves Stockton Riverbank (east of Modesto) Merced Madera Fresno Hanford Wasco and Bakersfield The San Joaquin is one of the newer Amtrak trains It carries all new cars and continues to show modest growth In ridership according to Amtrak For the first five months of 1977 the train
