somewhat un- usual Most public TV sta tions wait to receive equipment grants of at least that much from the Department of Health Education and Welfare before even going on the air KVST does expect to receive such a grant and will use it to pay off some of the transmitting gear it already has and to fulfill what it sees as its main aim: Getting out into all parts of Southern California and providing a rostrum for active community groups Freedman and Ellie Wag ner one of the station's leading fund-raisers like to compare their aims with the community access programming that was former ly mandated by the Federal Communications Commis sion for cable TV systems The cable systems bad to make one channel available to community groups for their free use but so few programs actually resulted that the FCC has dropped the requirement Wagner said KVST by contrast intends to seek out the community groups and help them produce pro grams of their own Already taking advantage of this service are the Sierra Club Common Cause and two ethnic groups now pro ducing shows called China Today and Black Aware ness All are monthly programs KVST's charter won't let It stop with these already well-organized groups Programming must eventually be "representative" of pop ulation in Southern California The station's board of directors already is with substantial minority representation and a
