2-A THE MIAMI HERALD Wednesday Dec 16 1964 Reynolds Tobacco Heir Dies 0 I i I Rusk Asks For Crises PARIS (UPI) Secretary of State Dean Rusk formally proposed creation of a NATO of deputy foreign ministers Tuesday which would meet every two or three months to deal rapidly and flexibly with world crises Rusk told a closed session of the NATO Council of Ministers the deputy ministerial meetings should be informal to allow the greatest possible latitude in the exchange of information and ideas in periods of crisis which may require prompt action His proposal stems from the American belief the semi-annual and stylized council meetings are too far apart and too rigid in form to act quickly on such explosive issues as Cyprus disarmament the Congo and Southeast Asia France rebuffed the idea i LUCERNE Switzerland (UPI) The death of Richard Reynolds Jr the oft-marriel heir to the Camel cigaret millions was disclosed Tuesday at this resort Reynolds 58 was admitted to St Anna Clinic Sunday with an undisclosed ailment and died Monday fourth wife was with him at the time of his death During his lifetime marital problems cost him over five million dollars When Reynolds won a divorce from his third wife in 1960 he was allowed to file written testimony because of what his lawyers termed a from which he was suffering His doctors testified then he was suffering from a serious case of emphysema a lung ailment first two divorces cost him over five million dollars and the total amount of his third divorce settlement was nver disclosed His death marked another chapter in a long history of court battles and tragedies in the family of the late Reynolds Sr founder of the Winston-Salem NC tobacco company that bears his name One of the most widely publicized concerned Richard younger brother Zachary Smith Reynolds who was shot ts death at his Winston-Salem home In 1933 shortly before his 21st birthday Zachary Reynolds had been married briefly in his teens to Anne Cannon daughter of the wealthy textile manufacturer They had a daughter At the time of his death he was married to New York torch singer Libby Holman She bore a son shortly after Reynolds was killed and a court battle over the estate ranged through much of 1934 Libby Holman and Ab Walker Zachary secretary were once indicted for murder in connection with Reynolds death but the case was dropped at the request of the family Richard Reynolds first wife Elizabeth Dillard Reynolds filed suit for divorce in 1946 after bearing him four children Reynolds then married former movie starlet Marianne who has a home in Bay Point Miami but divorced her in 1952 In the divorce settlment Mrs Reynolds received $750000 In cash a $750000 trust fund $10000 a year for their two children a $350000 duplex home in Manhattan a $115000 home in Miami Beach three automobiles and attorney fees He married Mrs Muriel Marston Lauren Greenough the day after his divorce from Miss and divorced her after sending her on an around the world cruise in 1959 He accused her of constantly nagging him despite the fact that he needed complete rest and avoidance of all tension His fourth wife who was at his bedside at the time of his death was Dr Anne Marie Schmitt of Germany He married Dr Schmitt aboard a luxury liner while cruising the China Seas in March 1961 before his divorce from his third wife was final When the elder Reynolds died in 1918 he left each of his four children 20 million dollars The Reynolds children subsequently sold out most of their tobacco stock at peak value in 1929 just before the stock market crash Reynolds Jr (made substantial investments in aviation (Delta and Eastern Airlines) shipping (American Mail Steamship Lines) chemicals and furniture as well as retaining an interest in the family tobacco business I ALBANY NY' (AP) Seven tax examiners in the Internal Revenue Albany district have resigned during an investigation of alleged collusion to help about 400 taxpayers cheat the government the district director said Tuesday Director Edward Fitzgerald said members of the 19-county Albany district staff of 470 had uncovered a conspiracy mostly involving residents of the Alga- No No To Zsa Zsa ny-Troy-Schenectady area and averaging around $300 to $400 each in falsely claimed refunds The refunds claimed and approved ran as high as $5000 however Fitzgerald said confirming a report made in New York City by an assistant commissioner Vernon Acree Fitzgerald noted that the district handles approximately a million returns annually He did not reveal the names of the examiners who resigned Acree in disclosing the alleged conspiracy said the agency expected to recover hundreds of thousands of dollars Without mentioning De Gaulle by name Rusk took a slap at recently intensified opposition to MLF He noted that for 81 years there had been no direct challenge to the American plan this Rusk also did not mention France in issuing the invitation but he made it clear France was included Immediately after the meeting Rusk met with the British West German Italian and Netherlands foreign ministers to draft plans for a conference of deputy foreign ministers to be some time in January on the nuclear question The meeting will be open to any NATO country The main purpose will be to try to merge the original American plan with the British project for an Atlantic nuclear force Rusk said the United States was not trying to pressure anyone into joining the proposed Allied nuclear force but said his government had "always felt that those who were targets might have a reasonable interest in the He said Washington and those of its allies seeking a formula to create a multilateral force had worked in good faith and their actions were not directed against
