Grant Joint Union High School District and Charles Strauch former ad ministrative assistant to 1st District Supervisor Ted Sheedy Phelan the two-term incumbent in the district has declined to state whether he will seek a third term A number of other potential candidates also have shied away from declarations of intention including former Sheriff John Mister ly and Realtor Thomas Kiernan who ran unsuccessfully for the State Board of Equalization in 1970 The field of declared candidates for county supervisor from the 3rd District appeared almost certain to expand today to at least six with Mrs Sandra Smoley and Don Burton apparently on the verge of officially announcing their candidacy For Burton the owner of four womeifs shoe stores candidacy would mean a second try for the position now held by Supervisor James Phelan Burton conducted an unsuccessful campaign to unseat Phelan in 1968 al though he as the biggest vote-getter in the primary elction Ile lost to Phelan in a run-off For Mrs Smoley the wife of Dr Eugene Smoley candidacy would mean her first attempt in public politics although she long has been active in a variety of civic and charitable activities in the community Neither would commit themselves to entering the race today but neither would they deny they would run "Recently a group of people who supported me four years ago has urged me to run" Burton acknowledged "I have hesitated and can't say yes or no right now I will make a statement one way or the other next month" Mrs Smoley would only comment that she was not ready to announce her printout has a suggested letter pleading for humane treatment of US prisoners release of all names and internment of the POW-s in a neutral country like Sweden or Switzerland Gerald Hansen secretary-treasurer of Crystal Cream and Butter Company authorized the printing of the letter writing plea on the milk cartons after a group of wives of prisoners made a personal and tearfully emotional request to him But if he had to do it over again Hansen has confided to friends the appeal would have been turned down with sincere regrets It has caused an unexpected backlash which has completely disheartened Hansen and other Crystal officials Although the appeal was in no way intended to have political implications it produced a barrage of bitter telephone calls and letters Thinking it was strictly a public service similar to Crystal's milk carton panel appeals in behalf of the United Crusade and Boy Scouts Hansen had no idea it would create a controversy The appeal has been characterized in protests as "The literal mother's milk of politics" Says Hansen "Brother this is the-last time were going to advertise anything From now on we'll stick to selling milk" The "offensive" milk cartons supply will be used up in a few days and Hansen hopes the issue will be laid to rest But the experience has not been all bad for Hansen and the dairy There have been he proposal to insure public access to the Sacramento River City Planning Director Joseph Avena said that subdividers would either provide access points on their property or the city would purchase the necessary land Solon Wisham director of the City Parks and Recreation Department noted federal and state funds are available for recreational development of the riverfront including bicycle paths and trails Avena indicated there would be parking facilities at these points and other facilities as needed lie said the project may extend to the American River Representatives from the City Planning employed by the Boeing Aircraft Co in Seattle Wash was convicted last night in US District Court here of concealing an estimated $75000 in assets when he filed for bankruptcy more than five years ago Allen who resided in Butte County until recently was pronounced guilty of concealing assets during bankruptcy proceedings by Judge Thomas Mac Bride who found him innocent of making a false oath during bankruptcy proceedings Ills trial began Jan 10 additional $75000 in assets which he did not declare Among the assets uncovered during the bankruptcy proceedings Babcock said were a $30000 contract for the sale of a Washington radio station an $18000 note on the sale of a house S6000 in life insurance policies and $16000 in a bank account opened in the name of a "dummy corporation" called Testa Inc in Nevada Swiss Bank Account Babcock said Allen had $40000 in a Swiss bank account around the time he filed for bankruptcy most of which was eventually transferred to the Tesla account He said Allen used the Tesla account to pay personal bills He will be sentenced Feb 22 Maximum penalty for the offense is five years in prison and a $5000 fine The Aerojet Solid Propulsion Co has won a five-year contract from the CS Army to produce solid rocket motors for the improved Hawk groundto-air missile Aerojet has produced Hawk motors for the past 15 years but officials said the new award is significant because it is the first for improved Hawk motors There will be little impact on employment however because the new missile work will replace work on the earlier Hawk motors Aerojet will receive $366000 during the first year of the contract and an estimated $94 million in the full five years The hawk is an air defense missile that is launched from the ground to seek out and destroy high performance aircraft and air-breathing missiles at low altitudes It is the Army's major ground-to-air missile and is also used by the US Marines and a number of foreign coustries Claims
